Google Chrome 20


Twenty. That's how many versions of Google's Web-changing browser have appeared to date. But the law of diminishing returns has been in strong evidence with the last few revs, and many of the new features in them have been designed merely to get you to use Google's services more.? In fact, commenters on Google's blog about Chrome releases were mystified about what was new in 20, aside from bug and security fixes. And, indeed, Chrome 20 is mostly about fixing existing features?over 6,000 updates in all?but many of the updates add support for Windows 8. Speaking of Windows, Chrome is also available for Mac and Linux, but this review focuses on the Windows version.

No matter, it's still the most capable Web browser, thanks to blazing speed, and ground-breaking features and technology support.? Hurtling it over the crowd are unique features like Chrome Instant, built-in Flash and PDF display, leading Web standards support, and a minimalist application window that lets Web pages shine unimpeded. The competition?Firefox 9 (Free, 4 stars), Internet Explorer 9 (Free, 4 stars), Safari 5.1 (Free, 4 stars), and Opera 11.60 (Free, 4 stars)?still struggles to equal Chrome's Spartan user interface, speedy operation, and emerging standards support.

Chrome's speed is boosted by hardware acceleration, the use of your PC's graphics processor to speed up operations, a first introduced by IE9. To this Chrome's adds support for 3D WebGL graphics that even works on older computers, such as those running Windows XP?something IE9 can't boast. Chrome is also the fastest browser to start up, as my testing shows.

But speed involves more than pure performance. Speed also comes with new standards support, in Chrome's case, for Google's SPDY initiative, which rewrites the basic transport protocol of the Web?HTTP. SPDY eliminates redundant interactions and compresses some sent data to speed up browsing. Only sites that support the standard, like some of Google's own, will benefit from the speedup, however.

Another speeder-upper comes in the form of Chrome's many "instant" features. First, there was Google Instant, by which Web search results start appearing as soon as you start typing in the Google search box. Then came Instant Pages, in which Chrome tries to guess which link you're likely to click on next, and preload that page in the background. Another "instant" feature, pre-loads the first-proposed autocomplete site in the background when you start typing in the browser's address bar, so that it springs into view instantly when you click on the auto suggestion's entry.

As it increases in popularity, Google Chrome is becoming more and more a conduit for Google's Web services, and the services themselves in turn are being honed for Chrome. The browser's new tab page is tweaked to give more prominence to the Chrome Web app store.

Chrome boasts all the Web browser tools we've come to expect: bookmark syncing, a built-in PDF reader, and extensions. The browser's fine design, compatibility, and especially the speed have impressed the Web community enough to make Chrome the fastest growing browser in terms of market share. On this measure, it's got anywhere from 19 to 34 percent, depending on whose numbers you believe. Let's take a look at what makes this browser so special.

Swift Setup
Even the setup process shows Chrome's commitment to speed: Just click the Install button on the Chrome Web page, and you'll have the browser up and running in less than a minute, with no wizard to go through and no system restart. The browser's available for Mac OS X and Linux, as well as Windows. It also updates itself automatically in the background.

Starting with version 17, a change in the first-run appearance of the browser occurred. You still saw a generous dialog box giving you the option to use Bing, Google, or Yahoo as your search engine, but the first view of the browser window asks you to sign into a Google account. This doesn?t change the behavior of the browser, but it does show Google?s increasingly solipsistic view of the Web, and raises concerns about browser tracking. On the plus side, it does give you the benefit of being able to sync your different browser settings and bookmarks on different computers (more on this later).

Chrome Instant Pages
Not to be confused with Chrome Instant (see below) or Google Instant (which works on all browser to load Google search results as you type), Chrome Instant Pages requires both Chrome and a site that supports the feature. Of the latter, there is now just one important one: Google Search. The idea is that when you perform a search in Google, the browser will pre-load the page for the result link you're most likely to click on.

In several tests on a slower Wi-Fi connection, however, I only noticed an occasional improvement for simple pages. It seemed only to work for the first result link. Heavy multimedia sites still took their time to load. On a very fast wired connection, some page result were extremely fast, but in that case, you don't really benefit from pre-loading. I saw a definitely faster load for grainger.com than in Opera on the same connection. The idea makes a lot of sense though, particularly for multipage articles, where it's most likely that the next link you'll hit is the one labeled "Next."

The only drawback: If the site guesses your next click wrong, page load could be slower than without Instant Pages, and you'll have wasted bandwidth loading a page you never visited. But this is a technique that's been done using JavaScript or HTML and CSS for years, so I'm not sure why we need a browser-specific solution to preloading pages, but Instant Pages does have the ability to load outside sites, rather than just pages of your own. If you don't like the idea of your browser loading pages before you click on a link, you can turn off the feature in the Under the Hood section of Options (accessible from the wrench icon), and uncheck "Predict network actions to improve page load performance."

Built-in Flash and PDF Support
Chrome is the only browser to come with Adobe Flash built in, rather than requiring a separate (and annoying) installation. And not having to perform the frequent required updates of the Flash plugin separately is another boon?it updates automatically with the browser. With version 10, many of the security issues with Flash (famously bemoaned by Apple's Steve Jobs) went away, thanks to running the plugin in an isolated sandbox so that it doesn't have access to critical system areas.

Chrome boasts a PDF reader as well, so you don't have to worry about installing any Adobe plugins for viewing specialized Web content. When you load a PDF, an intuitive toolbar shows when your mouse cursor is in the southeast vicinity of the browser window. From this, you can have the document fill the width of the window, show a full page, or zoom in and out. By default, you can select text for cutting and pasting, but I couldn't copy and paste images. You can print the PDF as you would any Web page.

Chrome's PDF viewer not only does what its name implies, but also serves as a print preview feature. Unlike IE's print preview, Chrome's shows up in a tab rather than its own window. But you have to go through it to print: In IE, I can just click the printer icon to send a page to the printer if I don't want to fuss with settings. I could choose between color and B&W, portrait and landscape, and choose the target printer, or print to PDF.

An Advanced button got me into the printer's own settings dialog, but this dismissed the print preview, making me have to choose Print from the menu again. But Chrome didn't let me choose a zoom percentage for the printout as Firefox and IE did, nor did it let me turn page headers on and off or choose margin sizes in a Page Setup dialog as those two did. So Chrome's print preview is a decent start, but it's still a bit behind the competition.

Interface
Minimalism has been a hallmark of Chrome since its first beta release. Tabs are above everything, and the only row below them holds the combined search/address bar, or "Omnibox." Here you can type any part of an address or page title, and the most likely site candidates will be presented in a dropdown. Optionally you can display bookmark links in a row below this. And the control buttons on the top-right of the browser window have been reduced to the absolute minimum?just one.

Google has removed the Page icon and placed some of its functions under the wrench button. Some of the Page options have been combined into buttons on one line in the menu, such as Cut, Copy, and Paste. I like what Google's done with the Zoom choice on the menu, adding plus and minus buttons that save you from having to fly out another submenu.

Another theme in the Chrome interface is that everything looks like a Web page, displaying in the main browser window, rather than in separate dialog boxes. This includes the interfaces for History, Extensions, Bookmarks, and even Options.

Mac users haven't been overlooked in the interface department, either. The browser supports OS X Lion's full screen view, along with overlay scrollbars that only appear when you're scrolling. Other more minor characteristics of the OS X "Aqua" style give Chrome on the Mac a more Mac-y appearance.

    Covenant Relationships | FAITH & FAMILY FOUNDATION

    The concept of ?covenant? is important in our faith because of its role in our relationship with God. Examples of God?s covenant with his people abound in Scripture: God?s promise to Noah never again to destroy the earth comes to mind; God?s covenant with Abraham, to give him a son and many descendants, and to bless him, is another example.

    Consequently, Christian families also thrive by having ?covenant relationships.? This begins with marriage. However, in the secular realm, marriage has been reduced into something less than a covenant. Marriage has become something like a loose contract. It has a solemn-sounding promise, but also easy stipulations for getting out of that contract. In several states, marriage can be broken simply based on ?irreconcilable differences.?

    As Christians, our relationship with one another is based on ?covenant.? This means that there are principles involved much greater than a simple contract implies. And this applies especially in the case of marriage. A few states have even enacted (non religious) laws that allow a couple to enter into a ?covenant marriage.? For a Christian, this implies that a marriage is a solemn pact. Although there can be troubles along the way, but marriage is not an institution to be entered into easily, nor broken recklessly.

    Scripture tells us that marriage is not just a bond between a man and a woman, but also a lifelong commitment to duty. Apostle Paul writes in Ephesians: ?Husbands, love your wives, just as Christ loved the church and gave himself up for her? (Eph 5:25). And to the wives, Paul said: ?Wives, submit to your husbands as to the Lord.? (Eph 5:22). Marriage is a calling to mutual service and love, to live with respect and grace. God?s will is for marriage to be a ?wonderful relationship? that reflects his love towards us.

    A wonderful relationship cannot be easily broken. It is not a simple contract, but draws us together in every way. Paul?s excellent reflection on love states:

    ?Love is patient, love is kind. It does not envy, it does not boast, it is not proud. It is not rude, it is not self-seeking, it is not easily angered, it keeps no record of wrongs. Love does not delight in evil but rejoices with the truth. It always protects, always trusts, always hopes, always perseveres.? (1Co 13:4-7)

    He concludes this description of love by saying in the next verse: ?Love never fails.? (1Co 13:8)

    Covenant relationship gives us the opportunity to reconcile when there is discord. It recognizes that there can be anger and disagreement in families, but love always protects and gives hope. It is an encouragement for us to work on our marriages, and not abandon them. And it recognizes that marriage is a wonderful gift from God.

    (AP) ? There will be monarchs, presidents, prime ministers, plus David Beckham and the cast of "Downton Abbey." Friday's opening ceremony for the London Olympics is an A-list affair.

    Among the 60,000 spectators at Olympic Stadium will be Queen Elizabeth II ? who as British head of state will officially open the games ? along with royals including Prince William and his wife Kate, and Prince Harry.

    There's sure to be a sprinkling of showbiz royalty, too, with Brad Pitt and Angelina Jolie, recently filming in Britain, the most often-cited names ? though the first celeb spotted arriving was British actor Richard E. Grant.

    British movie star Orlando Bloom stopped to take pictures with British soldiers and fans outside the stadium.

    "I'm a big fan of Danny Boyle, so I'm excited to see what he's done!" Bloom said.

    Actor Hugh Bonneville, who plays aristocrat Lord Grantham in the costume drama "Downton Abbey," tweeted a picture of his fellow cast-members arriving at the stadium.

    The British government says more than 80 heads of state and government will be in the audience, including royalty from Brunei, Luxembourg, the Netherlands, Spain and Sweden.

    The U.S. will be represented by first lady Michelle Obama, and Republican presidential hopeful Mitt Romney will also attend.

    Beckham, who helped bring the games to London and said he has a role in the ceremony, will be there.

    "Today is going to be an amazing moment," Beckham said Friday.

    British newspapers also have speculated that boxing great Muhammad Ali may be involved.

    The show, a 27 million pound ($42 million) spectacular titled "Isles of Wonder," will end with a performance by Paul McCartney.

    Lab-Grown Blood Vessels May Improve Heart Bypass

    WEDNESDAY, July 25 (HealthDay News) -- Researchers have grown small blood vessels in a lab using stem cells from fat gathered through liposuction. Such cultured blood vessels might someday play a role in transplant operations, including heart bypass surgery.

    In bypass surgery, transplanted blood vessels are used to reroute blood around severely blocked arteries. Current techniques have limitations, however, and these preliminary study results suggest that tissue-engineered blood vessels might help doctors surmount certain hurdles, the researchers said.

    Many more steps are involved before heart surgery patients can benefit from this technique, said study author Dr. Matthias Nollert, an associate professor at the University of Oklahoma School of Chemical, Biological and Materials Engineering, in Norman, Okla.

    "First, we will need to make a fully functional vessel. Ours works, but does not yet achieve physiological mechanical properties," he said. "[Then] we will need to show that stem cells obtained from old, sick people can also be used to make a functional vessel and that this works in an animal model."

    All in all, "we are still five to 10 years away from seeing this being tested in people," Nollert said. But the researchers hope to have a prototype ready for animal testing by early next year.

    Ultimately, millions of patients with cardiovascular disease could benefit, the researchers said.

    "We are targeting elderly, obese or diabetic patients in need of coronary artery bypass graft surgery," Nollert said. "For these patients, the gold standard is a vascular graft, but for many there are no suitable vessels available."

    The findings are scheduled for presentation Wednesday at an American Heart Association meeting in New Orleans. Data and conclusions presented at medical meetings should be considered preliminary until published in a peer-reviewed medical journal.

    For the study, researchers using liposuction extracted adult stem cells from fat and turned them into smooth muscle cells. Adult stem cells are considered to be undifferentiated, which means they hold the potential to morph into specialized cell types. Liposuction is a common cosmetic surgery procedure in which doctors use a small needle to remove excess fat from under the skin by suction.

    The extracted cells were "seeded" onto a very thin collagen membrane. As they multiplied, researchers rolled them into tubes with the diameter of small blood vessels (3 millimeters). In three to four weeks, they were able to grow usable blood vessels.

    Such lab-grown vessels with "off-the-shelf availability" could overcome problems associated with grafting blood vessels from the patient's body or from using artificial blood vessels, the researchers believe.

    Many bypass patients are readmitted to the hospital because of complications from surgery, and about 40 percent of these readmissions are caused by problems at the donor site, not the heart artery, Nollert said.

    "By developing a tissue-engineered vessel using the patient's own cells, we would eliminate the need to use a donor vessel," he said.

    Current small-vessel grafts also carry an inherent risk of clotting, rejection or failure to function normally, he added.

    Other experts agree that engineered blood vessels could fill a need for patients with cardiovascular disease.

    "It is very hard to bypass small vessels in the heart," said Dr. Roberto Bolli, an American Heart Association spokesman and chief of cardiology at the University of Louisville in Kentucky. "If these cells prove useful, it will be very easy to collect through liposuction."

    One potential downside is that these blood vessels take time to grow in the lab. "They would not be available immediately, but you could bank your own cells and keep them until the time comes that you need them," Bolli added.

    Dr. Stephen Green, chief of cardiology at North Shore University Hospital in Manhasset, N.Y., is cautiously optimistic about the implications of the new findings.

    "It's a big deal and a potentially game-changing thing," he said. "But this is a first step, and we are far removed from Mrs. Jones having bypass [surgery] with a lab-grown blood vessel."

    The need for the small-diameter blood vessels is tremendous, Green said. Many bypass patients don't have veins to use. "You can run out of appropriate veins," he said, "especially if this is a repeat operation."

    Both The Daily Show and The Colbert Report have enjoyed surges in the ratings this year, with the former up 10 percent in adults 18-49 and the latter improvng by 11 percent in that key demographic.

    Spatial skills may be improved through training, including video games

    ScienceDaily (July 25, 2012) ? Spatial skills--those involved with reading maps and assembling furniture--can be improved if you work at it, that's according to a new look at the studies on this topic by researchers at Northwestern University and Temple.

    The research published this month in Psychological Bulletin, the journal of the American Psychological Association, is the first comprehensive analysis of credible studies on such interventions.

    Improving spatial skills is important because children who do well at spatial tasks such as putting together puzzles are likely to achieve highly in science, technology, engineering and mathematics (STEM) fields.

    David Uttal and fellow researchers at Northwestern University with Nora Newcombe, professor of psychology at Temple and principal investigator of the National Science Foundation's Spatial Intelligence and Learning Center, reviewed 217 research studies on educational interventions to improve spatial thinking.

    "There are limitations involved with looking at individual studies one by one. What we found when we brought together this large body of literature on training effects and analyzed it was a very powerful message, said Newcombe. "People of all ages can improve at all types of spatial skills through training, period."

    Although recent research confirms that spatial abilities uniquely predict STEM achievement, there has been some debate about whether spatial skills can be improved -- and whether such improvement lasts or transfers to new tasks. The new meta-analysis answers all those questions in the affirmative.

    The researchers found that spatial skills are indeed malleable and that spatial training transfers to other fields.

    "Our findings have significant real world implications by showing that training can have an impact on a technological workforce. With the right training more high school students will be able to consider engineering and other scientific fields as a career option," said Newcombe.

    One example of the type of training that can increase spatial abilities is having physics students use three-dimensional representations. Video game playing also increases spatial skills. "Perhaps the most important finding from this meta-analysis is that several different forms of training can be highly successful," the authors say.

    "Our hope is that our findings on how to train spatial skills will ultimately lead to highly effective ways to improve STEM performance," said Uttal, the lead author on the study.

    The study looked at gender and age differences in relation to spatial thinking and found that in males and females, adults and children, even a small amount of training can improve spatial reasoning and have long-lasting impact.

    Zanzibar charges three for ferry tragedy, with over 104 dead

    Zanzibari authorities on Wednesday charged three people with manslaughter for the sinking of a ferry last week in which at least 104 people drowned, including the ship's owner and captain.

    At least 146 of the 290 passengers on the MV Skagit were rescued when it sank on Wednesday in choppy waters as it crossed from mainland Tanzania to the island of Zanzibar.

    Police said last week that there is no hope of the missing passengers being found alive, raising the prospect that as many as 144 passengers may have died.

    Owner Said Abdulrahman Juma, 46, captain Mussa Makame Mussa, 49, and company manager Omar Hassan Mkoje, 50, were charged at Zanzibar's High Court with manslaughter.

    They were not required to enter any plea, were released on bail, and are due to appear in court again on August 7.

    "The death toll so far is 104... out of 290 who were on board," Zanzibari state minister Mohammed Aboud Mohammed said Wednesday, increasing an earlier toll of 78 bodies found. The bodies include those of two Dutch tourists.

    Hamad Masoud Hamad, minister for marine transportation, resigned from his position on Monday.

    In September more than 200 people perished when the MV Spice Islander, which the authorities admitted was overloaded, sank while sailing between two of the main islands in the Zanzibar archipelago. Rescue workers saved 619 passengers.

    Businesses Embrace Telecommuting to Expand Productivity and Save Money

    Telecommuting is increasingly becoming an effective business strategy as companies are hiring employees from outside their immediate office, city, state and even country. Companies are finding that they can broaden their search for talented workers and expand into new locations they never could have before.

    ?Telecommuting is not a new business philosophy?this concept has been around for a number of years,? Kevin Baranowski of IT solutions provider Align told TMCnet in an exclusive interview. ?Telecommuting has not been a hot topic until recently because the technology required to allow a telecommuter to be effective was missing: internet access from home was less common and limited in terms of speed; accessibility to systems and applications from outside the office were not available; additional phone numbers had to be provided to contact the telecommuter; and working from home didn?t provide the ?team? atmosphere associated with an office setting.?

    These days, VPNs, Teleconferencing, Soft Phones, Shared Desktops, and Remote Access to servers allow for business practices to be administrated from anywhere outside the workplace and prove to be just as effective as physically sitting in the office.

    ?A company headquartered in New York City can have as many employees it wants in various markets, but not at the expense of opening up a fully functioning office. Costs to a business for an individual telecommuter can be anywhere between $1,000 to $10,000. However, an entire new office can be significantly more,? explained Baranowski.

    The key to success, according to Baranowski, is ensuring that the businesses provide the right tools for telecommuter to maintain productivity. Companies with project-based employees working can take advantage of these technologies by staying connected to their headquarters without having to be in the corporate office.

    ?Telecommuting should be thought of as, not just the idea of employees working from home, but as employees working while not in the office? he explained. ?Present day working hours are much longer than they once were, telecommuters are able to justify the additional hours due to the benefits of working from home.?

    With telecommuting, geography does not restrict where and who you can hire. An employee in Kansas may be less expensive than an employee in New York City?where cost of living is higher and the salary would reflect that, explained Baranowski.

    For example, an airline that uses telecommuters to receive reservation calls has agents spread throughout the country with phones tied into the corporate ACD. When the agent is logged in, they receive calls in a queue, as though they were sitting in a room with 20 other agents. When they are finished, they log off their phone and further calls are directed to other agents that remain logged in.

    ?This reduces rent costs, Telco Carrier costs, and general office expenses significantly,? he said.

    Companies looking to establish a small presence in a new market that don?t want to open up an office can utilize telecommuters to create that market. A telecommuter that has the appropriate technology tools available to them can be just, if not more, efficient than if they were to work in an office all day.

    A well-known company is the telecommuting space, Cisco (News ? Alert), provides SoftPhones, instant messaging, as well as conferencing functionality allowing telecommuting employees to have access to other employees as if they were communicating from the office. With the instant messaging tool, an end user can see who is online, who is busy, and a co-worker?s calendar. They can send an instant message to bring in more people to add to the conversation. If a user is having a conversation and needs to get on the phone with that person, or chat with them over video, they can just push the call button on the instant message and phone will dial that individual.

    The Cisco phone system allows for an easy setup at a home office and the ability to connect it back into the corporate infrastructure. Once the phone is connected into the system, the user has full capabilities similar to that of an office phone.

    ?Increasing a company footprint on a person by person basis, allows a business to grow strategically, and avoid opening a full office that requires the staff needed to support it,? said Baranowski. ?Business as usual, has been changing. With businesses increasingly adopting some great tools, business as usual, will continue to change and be more effective.?

    Officials: Feared al-Qaida offshoot neutralized

    TIZI OUZOU, Algeria (AP) ? It's being hailed as a key success in the fight against al-Qaida: a determined Algerian clampdown that has pulled the teeth from one of the terror network's deadliest offshoots and could be a model for elsewhere.

    Six years after joining the Osama bin Laden franchise, al-Qaida in the Islamic Maghreb ? known by its acronym AQIM ? appears to have been neutralized in the nation where it originated and made its name, officials and experts say, corralled into a remote mountain area and reduced to occasional pinprick shootings against soldiers.

    Most experts agree there remain just a few hundred combatants holed up in Algeria's Kabylie mountains. The once-feared terror force appears further than ever from its goal of creating an Islamic state in Algeria. Its failure is even more striking compared to the success of AQIM's southern offshoot, which recently allied itself with rebel Tuaregs in northern Mali and appears on the brink of establishing a hardline Islamic state in the little-governed wastelands of the Sahel region.

    Without the Algerian military to contend with, the southern offshoot has flourished in an empty lawless region of smugglers in the Sahara desert and nearby Sahel, much the way other al-Qaida franchises took root in the hinterlands of Yemen, Somalia and Afghanistan.

    The original northern network, however, has been pushed out of nearly all areas of Algeria where it once operated freely. Now, it is confined to a mountainous region about the size of West Virginia, Western officials say. Violence and especially kidnappings remain a persistent problem in the Kabylie region, but the Algerian AQIM hasn't mounted a successful operation against Algiers in the past five years ? even though the mountains are less than a two-hour drive from the capital.

    AQIM's collapse is particularly notable given its blood-soaked history.

    The group jumped to the forefront of the terror scene with a series of high-profile attacks after joining al-Qaida, including suicide bombings on U.N. headquarters in Algeria that killed more than 40 people. It has its roots in a decades-long battle with Algerian security forces that killed a staggering 200,000 and left indelible scars on this oil-rich nation.

    The success of Algeria's counter-terror campaign provides insights into how al-Qaida can be beaten if faced with a well-organized and focused foe: With limited U.S. help, Algeria has thrown millions of dollars and the full weight of its security apparatus into eradicating AQIM on its soil.

    "Al-Qaida as it stands right now has been knocked down to something that's much more like a criminal threat," Henry Ensher, the U.S. ambassador to Algiers, told The Associated Press, referring to AQIM's original northern group. "Their capabilities are much, much less and that's because the Algerians fought an effective counterinsurgency campaign and essentially destroyed their capabilities as a guerrilla organization."

    What is left of the group is hidden in rugged mountain terrain among people who loathe AQIM and the central government in equal measure. The Algerian group's last hideout is ironically in an area where historically it has had the least support.

    High above the clear blue waters of the Takhoukht reservoir, along a winding road in the Kabylie mountains, locals park their cars, open their trucks and settle down for sunset beers. The last remnants of Al-Qaida's Algerian branch also lurk around here, and in fact six of them were gunned down by Algerian soldiers last month at this very spot. But judging by the evening leisure of the local Berbers ? an indigenous ethnic group separate from the Arabs who dominate Algeria's government ? they aren't winning many converts.

    The Berbers of the Kabylie have traditionally been fierce opponents of the Islamists and are known for a more secular outlook in general than Algeria's majority Arabs. But their hostility to the government means they do nothing to help authorities root out AQIM.

    "No one supports the militants, but no one informs on them because you are confronted by an authority you reject," explained local journalist Samir Leslous, who has close contacts with Algerian security officials and has covered the conflict for years. "There is also the way security forces operate, you get interrogated by them, so people are caught between the hammer and the anvil."

    Al-Qaida is also careful not to attack the local civilians, for fear of further antagonizing their reluctant hosts and jeopardizing their last refuge. So people feel free to crack a beer on the roadside.

    AQIM's mountain hideout increasingly seems like a cage.

    "They are rather isolated without much possibility for action in Algeria," said Jean-Louis Bruguiere, a former French magistrate specializing in counter-terrorism. "The sanctuary of AQIM remains the Kabylie, but it's very reduced because of the actions of the armed forces and intelligence services."

    AQIM grew out of the Salafist Group for Preaching and Combat, the last surviving group of Islamicist insurgents that battled the Algerian government for more than a decade after a military coup canceled elections in 1992 that an Islamist party was poised to win.

    Vigorous counter-terrorism operations by government forces as well as amnesties extended to former militants had left the Islamist rebels much diminished by the early 2000s. Many fled to the deep south and the unpatrolled lands on the borders with Mali and Mauritania.

    The extremists received a shot in the arm in 2006 when al-Qaida No. 2 Ayman al-Zawahri recognized it as part of the network and tasked it with bringing the fight to France ? opening a new front during the height of the U.S. campaign in Iraq. Together with al-Qaida in the Arabian Peninsula, it was part of the aggressive new branches in the terror network aimed at the U.S. and its allies.

    The Algerian al-Qaida made its mark with a series of high profile suicide car bombings inside the capital Algiers in 2007, including the December U.N. headquarters bombings and twin attacks in April on the prime minister's office that together killed 74 people, which suggested a major new terror force had entered the fray in North Africa.

    The Algerian forces successfully took the attack to al-Qaida, experts say, and drove the new force out of most of the country except for the rugged Kabylie mountains and the far south along the border with Mali.

    "The government has put down the Islamist groups over the past few years, and from this perspective the Algerian security forces have done a very good job," said Rachid Tlemcani, a professor of politics and regional security at the University of Algiers. "Every citizen now feels the situation is very secure, while in the past it was very hard to travel around the country. In many places outside the cities, it wasn't at all easy to travel after 5 p.m."

    That level of security has not yet come the Kabylie, where public buses between villages stop running after sunset and everyone knows that out there in the forests lurk the remnants of al-Qaida. Yet the group does not touch the locals. A list of its attacks for the past four months ? minor operations targeting army trucks or checkpoints that kill a couple soldiers at a time ? show no dead civilians.

    What has plagued the population, however, is kidnappings. There have been around 70 cases of kidnapping since 2004, always targeting wealthy businessmen for ransom. Locals say it is not clear if it's al-Qaida raising funds or just local criminal networks taking advantage of the lack of security.

    The result, however, is a disastrous decline in businesses interested in investing in the area and an unemployment rate estimated at 35 percent. Mahfoud Bellabas, head of the provincial council said that the lack of security is driving out business and preventing any new investment.

    "So far 71 businessmen have left this region, mainly due to the lack of security," he said. "They don't just kidnap anyone, they are targeting the businessmen, the people with money and the state does nothing."

    Despite soldiers and police losing their lives every week in militant ambushes, local politicians maintain that the central government ? which has a history of repressing the Berbers ? is satisfied with the situation as it is. In exchange for a few lives lost, some say, the Berbers of the Kabylie are kept off balance and economically poor.

    Mohammed Ikarbane, a lawmaker from the opposition Rally for Culture and Democracy, maintains that the government could root out the rest of al-Qaida if it wanted.

    "There is a clear will by the government to maintain the Islamic threat in the Kabylie to oppress the people," he said.

    For its part, al-Qaida has recently attempted to reach out to the Berbers of the Kabylie, to fight against their common enemy of the government.

    In December they issued on jihadist websites their first ever Berber-language video in which a masked militant from the Kabylie region appealed to the people to rise up against the government.

    Abu Hazim Moudoud evoked past Berber uprisings and demonstrations against the government and urged them to take up arms, while assuring them that al-Qaida would not harm them.

    "If we wanted to kill the people, we would have done so, we possess weapons, bombs and mortars," he said. "For 20 years, the mujahedeen have been in the Kabylie region and they never harmed the people."

    But there has been no sign of any sudden surge of support for AQIM in the Kabylie.

    "This is a region that has always confronted the Islamists and the state at the same time," said Bellabas. "They are both monsters created together."

    Egypt's legislature convenes despite court ruling

    CAIRO (AP) ? Egypt's Islamist-dominated parliament opened a new front in the country's leadership showdowns Tuesday by meeting in defiance of orders that disbanded the chamber and brought President Mohammed Morsi in conflict with both the powerful military and the highest court.

    The session was brief ? lasting just five minutes ? and suggested that lawmakers sought more of a symbolic stance rather than a full-scale backlash against rulings that invalidated the chamber over apparent irregularities in Egypt's first elections since the fall of Hosni Mubarak 17 months ago.

    But it further nudged Egypt deeper into a potential power struggle between Morsi and military chiefs, who have vowed to uphold the judicial ruling that led to parliament being dissolved last month.

    For the moment, all sides appear to be moving with some caution in acknowledgment of Egypt's volatile backdrop: The military with the power to clamp down on dissent but without widespread support on the streets where Morsi's Muslim Brotherhood is strong.

    Security forces made no attempt to block lawmakers as they arrived at the parliament building in central Cairo. Later, thousands joined a pro-Morsi rally in Cairo's Tahrir Square as riot police kept their distance.

    In the background, meanwhile, a special panel is working on Egypt's post-Mubarak constitution and an all-out battle between the rising Brotherhood and the country's old guard establishment could send the entire process into a tailspin.

    The crisis atmosphere has grown steadily since Morsi issued an order Sunday to reconvene the 508-seat legislature. His executive order said it was revoking the military's June 15 order to disband the chamber based on the previous ruling by the Supreme Constitutional Court.

    The court said a third of the chamber's members were elected illegally by allowing candidates from political parties to contest seats set aside for independent candidates. The court is expected to rule on three cases questioning the legality of the president's order. A lower court also looking into complaints against Morsi's order postponed its decision until July 17.

    Morsi's presidential decree also called for new parliamentary elections after a new constitution is adopted, which is not expected before the end of the year. In effect, it puts the current parliament in a sort of caretaker status ? raising further speculation that Morsi could be buying time with the current defiance.

    The dispute over the fate of parliament has divided the nation just as Egyptians hoped for a semblance of stability after the tumult since the Arab Spring ouster of Mubarak. Egypt has seen a dramatic surge in crime, deadly street protests, a faltering economy and seemingly non-stop strikes, sit-ins and demonstrations.

    The latest crisis drew a warning from U.S. Secretary of State Hillary Rodham Clinton, who is scheduled to visit Egypt this weekend. She urged Morsi and the military to settle their differences or risk seeing their nation's democratic transition derailed. "We strongly urge dialogue and a concerted effort on the part of all to try to deal with the problems that are understandable, but have to be resolved in order to avoid the kind of difficulties that could derail the transition that is going on," said Clinton in Vietnam.

    Parliament Speaker Saad el-Katatni told lawmakers that the legislature met to find ways to implement the court ruling rather than debate it out of respect for the principles of "the supremacy of the law and separation of authorities."

    But he put forward a plan to seek what amounts to a "second opinion" from an appeals court on the ruling. It was not immediately clear, however, whether the appeals court would accept the legislature's request. The move, however, may have been designed as a face saving measure ? defying the military's order to disband the legislature while making a show of respect for the law.

    Both Morsi and el-Katatni are longtime members of the Muslim Brotherhood, the fundamentalist group that has long been at odds with successive Egyptian governments.

    In its only public comment on the dispute, the military Monday delivered a thinly veiled warning to Morsi, saying the armed forces sides with the "constitution, legitimacy and law" ? language that means the powerful military will not stand by and watch a ruling by the country's highest court ignored or breached.

    The military handed over power to Morsi on June 30 after ruling Egypt since Mubarak's downfall.

    In the run-up to the handover, the military declared itself the country's legislative authority in the absence of a parliament and gave itself control over the drafting of a new constitution and the national budget. The generals also stripped Morsi of significant powers.

    For the second consecutive day, Morsi attended a military graduation ceremony, apparently in a bid to ease the perception of a growing showdown with the country's powerful generals. Also present in Tuesday's ceremony in a Nile Delta air base was Field Marshal Hussein Tantawi, the country's top soldier, and his Chief-of-Staff Sami Anan.

    Morsi is Egypt's first democratically elected president. Unlike his four predecessors, he does not have a military background and is not the supreme commander of the armed forces. Under a "constitutional declaration" issued by the military on June 17, Morsi cannot declare war or order troops on the streets in the case of a domestic crisis without prior agreement from the military.
