Iran closer to building nuclear weapons than ever, claims Israel

Israeli Prime Minister Bhenjamin Netanyahu's rhetorical offensive against Iran on Sunday came amid unease that the turmoil in the Middle East region was distracting everyone's attention from Iran's nuclear programme.

Netanyahu told an American audience on CBS News's Face the Nation that regarding the 20 per cent enriched uranium, Iran was just 60 kilograms short of crossing the "red line".

The term "red line" has dominated US-Israel Iranian foreign policy that was coined to define limits after which the Iranians should not be allowed to proceed. The limit has been set at 250 kg of 20 per cent enriched uranium, enough fissile material for a nuclear bomb.

Netanyahu said Iran now had 190 kg, up from about 110 kg six to eight months ago.

Netanyahu said the Iranians were also building "faster centrifuges that would enable them to jump the line at a much faster rate".

"That is, within a few weeks. They're getting closer. They should understand that they're not going to be allowed to cross it."

The prime minister was asked when he would make a decision to attack Iran. He said: "I can tell you I won't wait until it's too late."

It is, he said, "important to understand that we cannot allow it to happen.... the Israeli and US clocks on this matter are ticking at a different pace."

"We're closer (to Iran) than the United States," he said.

"We're more vulnerable. And therefore, we'll have to address this question of how to stop Iran, perhaps before the United States does. But as the prime minister of Israel, I'm determined to do whatever is necessary to defend my country, the one and only Jewish state, from a regime that threatens us with renewed annihilation."

He reiterated his familiar demand that Iran must be forced to stop the enrichment of nuclear material, remove already enriched uranium from the country, and shut down the Qom nuclear facility.

He said those demands "should be backed up with ratcheted sanctions."

"They have to know you'll be prepared to take military action... that's the only thing that will get their attention."

"I have a sense there's no sense of urgency," Netanyahu said.

"All the problems that we have (in the region), however important, will be dwarfed by this messianic, apocalyptic, extreme regime that would have atomic bombs. It would make a terrible, catastrophic change for the world and for the United States."

He said Hassan Rouhani, Iran's new president-elect, has a policy of "smile and build a bomb".

Netanyahu also criticized outgoing Iranian president Mahmoud Ahmadinejad, "for being a wolf in sheep's clothing".

Iran maintains that its nuclear programme is for civilian use even as Western powers allied to Israel allege that Tehran is building a nuclear bomb.

Seven UN peacekeepers killed in Darfur

Seven international peacekeepers were killed Saturday when they came under heavy fire while on patrol in Sudan's Darfur region, a spokesman for the United Nations Mission in Darfur said. As many as 17 peacekeepers were also injured in the ambush.

Two of those wounded were female.

The "extended firefight" happened near Khor Abeche in South Darfur, the African Union/United Nations-led force said in a statement.

"The Mission condemns in the strongest possible terms those responsible for this heinous attack on our peacekeepers," UNAMID Joint Special Representative Mohamed Ibn Chambas said in a statement. "The perpetrators should be on notice that they will be pursued for this crime and gross violation of international humanitarian law."

The mission has lost 51 peacekeepers in the line of fire since the operation began in January 2008, according to UNAMID.?

Information on the nationalities of the peacekeepers killed has not yet been revealed.?

Louisiana Seafood: Shrimp, crab catch mixed post BP oil spill, river diversions

While the oyster harvest east of the Mississippi River has dropped precipitously in the years since the BP oil spill and an influx of fresh water from several Mississippi River diversions, white shrimp and blue crab fared much better there.

The oil spill in 2010, followed by the river diversions to fight the flow of the oil and the opening of the Bonnet Carr? Spillway in 2011 due to flooding concerns, were likely large factors in successive poor oyster harvests, scientists and fishermen say. But not so for white shrimp and blue crabs, which typically survive better than oysters and brown shrimp in fresher water.

Shrimpers in the Lake Pontchartrain Basin, the area east of the river, hauled in 4.8 million pounds of white shrimp in 2012, a 44-percent increase over the annual average from 2002-2009, Louisiana Department of Wildlife and Fisheries data show. While white shrimp had dropped in 2011, the total 2011 and 2012 catch still places them about 5 percent above the pre-spill average.

And statewide, the white shrimp harvest in 2012 was 67.9 million pounds, right on par with pre-spill averages, according to preliminary numbers from the National Marine Fisheries Service.

Kim Chauvin, a shrimp processor and dock owner, described white shrimp as ?really hardy, stronger than brown shrimp.? And scientists generally concurred, saying that while white shrimp still prefer saltier water to grow, they can survive in fresher water than their brown cousins.

?White shrimp tolerate lower salinities,? said Roger Zimmerman, who studies shrimp as the director for NOAA Fisheries Southeast Fisheries Science Center's Galveston Laboratory. ?You don?t find brown shrimp at those lower salinities, but you will see white shrimp there.?

And while a crab?s lifecycle often determines its salinity preferences, adult crabs are known to be able to survive in areas with no salinity at all.

Shrimp and crab often can swim away from environmental threats. Oysters, attached to their reefs, have no escape.

Still, with its influx of fresh water, Lake Pontchartrain Basin was the only major basin in which blue crab numbers increased in 2011 and 2012.

There, the blue crab catch rose by about 35 percent in 2011 and 15 percent in 2012 compared to the pre-spill average from 2002 to 2009, the data show. That?s a 25-percent rise on average in 2011 and 2012.

Crabbers meanwhile recently have said that 2013 has been a bad year in Lake Pontchartrain. The only official statewide catch numbers available are from January through March and do show a downturn compared to past years.

John Lopez, coastal sustainability program director of the Lake Pontchartrain Basin Foundation, has suggested various reasons, including oil, for the recent downturn. For example, he said hypoxic ? low-oxygen ? conditions could be a factor due both to more river water in the lake and the churning of the water during Hurricane Isaac in August 2012.

?We know that the crabs eat the clams and that the clams are depleted by the low oxygen,? Lopez said.

Julie Anderson, a Louisiana State University biologist who studies crab, also points to the longer winter in 2013 that might have kept crabs burrowed in the mud longer, conserving their energy and thereby not eating as much or growing as quickly.

Also because crabs were down in other areas across the state in 2011 and 2012, crabbers fished the Lake Pontchartrain Basin much more heavily than normal during those two years after the spill. In those two years combined, crabbers made 50 percent more trips in Pontchartrain Basin than during the pre-spill period. Anderson and some other scientists said that increased fishing effort might have led to overfishing and thus a possible dip in catch this year.

While overall Louisiana seafood catch has declined since the oil spill, any potential effects of the oil and dispersants themselves on these commercial species is difficult to pinpoint and generally scientists who have studied the matter say that other, more natural environmental factors likely are stronger drivers.

The federal and state government has made it clear, through extensive scientific testing, that Louisiana seafood is safe to eat, but many fishers and some scientists continue to fret about another question mark: the long-term reproductive health of the species.

Yet much of the science examining any potential effects of the oil and dispersants on the fisheries remains under lock and key pending the completion of Natural Resource Damage Assessment process, which is expected to take another year or longer.

Still, when examined in terms of the industry?s long-term ebbs and flows, the changes in seafood catch since the spill typically don?t differ substantially from other dips and valleys over the past decade or so.

In fact, in terms of white shrimp, it already was back even with its pre-spill average in 2012.

Crabbers statewide saw only small drops ? a 6-percent decline in 2011 and an 8 -percent dip in 2012 compared to the pre-spill average. And, those 2012 numbers likely will increase because they still remain very preliminary.

Brown shrimp, however, are a different story.

Statewide, brown shrimp last year dropped to 28.7 million pounds, a 36- percent decline compared to the average between 2002 and 2009, according to preliminary 2012 data from the National Marine Fisheries Service. That?s by far the most substantial drop in a single year since the oil spill for any of these major commercial species.

Yet, when looked at over the past 10 years, 2012 was still a better year than 2008. That year Louisiana shrimpers only recorded 24.9 million pounds of brown shrimp ? nearly 4 million pounds less than in 2012. So, scientists point out that the 36-percent dip in 2012 isn?t beyond general variability.

One factor 2008 had in common with 2011 and 2012: There was an influx of fresh river water in the estuaries, compliments of the Bonnet Carr? Spillway, which was opened to alleviate flood concerns downriver.

Fishers and scientists often understand that fisheries numbers can and will fluctuate for a wide variety of environmental and economic reasons. Looking back at the past 52 years, for example, the average seasonal brown shrimp catch was about 30.8 million pounds, which suddenly makes that recent 28.7 million pounds of catch seem less awful.

And a necessary caveat is that National Marine Fisheries Service numbers often can rise, especially at this early stage.

For instance, the Fisheries Service last year originally had placed the state-wide 2011 brown shrimp numbers at 36.1 million pounds. Then earlier this year, the agency corrected them, indicating that Louisiana shrimpers actually had brought in about 39.3 million pounds to local docks.

And recent shrimp numbers available for 2013 also show that brown shrimp are improving.

Statewide catch for the month of May (the most recent month available) shows a stronger shrimp catch than any year since 2009. That month also was stronger than the May 2008 and 2007 catch, years before the oil spill.

Also, the National Marine Fisheries Service last week released preliminary numbers on Louisiana brown shrimp catch west of the Mississippi River, reporting that 31.3 million pounds had been caught during the recent season. That is about 2 percent above the average catch since 1960.

When Mark Abraham, chairman of the state?s Shrimp Task Force, recently looked at the breakdown of shrimp catch numbers, he approached it by looking at how much shrimp in total was on the market in 2011 and 2012 ? brown and white.

?It looks like it was just about a 10-percent drop in 2012,? said Abraham, who runs one of the largest shrimp processing companies in the state. ?I think we'll catch up from that in 2013.?

?We feel that the shrimp industry as a whole will produce the same volume a year basically,? Abraham continued. ?You might have some ups and downs, but we feel the average will be pretty constant.

?We have been having the same production in the Gulf for probably 50 years. I don?t think a 10-percent drop is that big a deal.?

Israeli leader vows to keep weapons from Hezbollah

JERUSALEM (AP) ? Israel's prime minister insisted Sunday that he will not allow "dangerous weapons" to reach Lebanon's Hezbollah militants, following reports that Israel recently carried out an airstrike in northern Syria against a shipment of advanced missiles.

The airstrike in Latakia reportedly targeted Russian Yakhont anti-ship missiles, one of the types of advanced weapons that Israeli officials have previously said they would not allow to reach Syria. It would be the fourth known airstrike against Syria this year.

Asked about the reports on the CBS-TV show "Face the Nation," Prime Minister Benjamin Netanyahu refused to confirm or deny Israeli involvement in the latest airstrike.

"My policy is to prevent the transfer of dangerous weapons to Hezbollah ... in Lebanon and other terror groups as well. And we stand by that policy," he said.

Israel has been carefully watching the Syrian conflict since it erupted in March 2011. While it has been careful not to take sides in the civil war, Israel has repeatedly said it would take action to prevent what it calls "game changing" weapons, including chemical weapons and advanced guided missiles, from reaching Hezbollah or other hostile militant groups. Syria's President Bashar Assad is a key backer of Hezbollah.

In January, Israeli aircraft destroyed what was believed to be a shipment of advanced Russian anti-aircraft missiles in Syria that were bound for Lebanon. In May, a pair of Israeli airstrikes near Damascus targeted advanced Iranian ground-to-ground missiles also thought to be headed for Hezbollah. Israel has never confirmed involvement in any of the airstrikes.

Following the May attack, Syrian President Bashar Assad vowed to retaliate if Israel struck his territory again. Assad has not commented on the latest alleged airstrike.

Hezbollah has also been quiet. The group's Al-Manar TV station reported on its website on the day of the July 5 explosions that blasts were heard in the area.

It said the blasts were most likely caused by shells from rebel-held areas that crashed into an army base. It quoted a "military expert" as denying reports that the attack originated from the air or sea or that any "enemy" aircrafts were involved.

Yakhont missiles are powerful anti-ship weapons launched from the shore that are difficult to defend against.

They travel at twice the speed of sound close to the surface of the water, making it hard for radar to detect them. Israel sees them as threatening its military and commercial installations along the coast, including its offshore natural gas reserves.

Hezbollah used a less-advanced Iranian surface-to-sea missile to hit an Israeli warship during a monthlong 2006 war. That attack killed four Israeli sailors.

Foreclosure Filings Down

Foreclosure filings, a key measure of the housing industry?s health, slipped to a 6.5-year low in June, another indication that the market is gaining strength and recovery is well underway.

A RealtyTrac report said 127,790 homes had foreclosure filings last month. That?s 14 percent down from the May numbers. Compared to the year-ago period, numbers are down 35 percent.

The housing market in Seattle, Washington is very competitive thanks to business growth along with low inventory and mortgage ratesThat?s the lowest since December 2006.

The good news doesn?t end there. Fewer homes entered the foreclosure process and lenders seized fewer homes, which means the future pipeline of foreclosures is also on the decline. Banks possessed 248,538 homes in the first half of the year. If the numbers follow the trend, by the year?s end foreclosures would be around 500,000. That?s below 671,000 foreclosure properties the previous year.

?We are getting tantalizingly close to being back to normal, healthy foreclosure levels, at least on a nationwide basis,? Daren Blomquist, vice president at RealtyTrac, told Reuters.

Foreclosures have been the biggest curse on the once thriving housing market. A faltering economy and rising unemployment hit consumers hard, disabling them from making their monthly mortgage payments and increasing foreclosures. The influx of such properties increased the inventory in the marketplace, thereby dragging down home prices. As the number of foreclosed homes grew, builders, sellers and buyers became anxious. Things have been steadily on the mend as the economy began improving, and interest rates continued staying low. This week?s report from RealtyTrac provides a helpful boost to consumer and builder confidence. The last year has been a good year for the industry. Home prices are up and so are sales.

According to RealtyTrac, 34 states saw a decline in repossessions in June compared to a year ago. But, there are still some states ? such as Oklahoma, Maryland and Arkansas ? that saw significant gains. So, although we are on the right track, we still have a long road ahead.

Seattle?s Housing Market is Sizzling Hot

Seattle is one of the most competitive housing markets in the country thanks to low interest rates and depleting inventory, according to King5.com

?Seattle is just crazy bonkers. Most of our listings are going in 30 days,? Al Uyeno, a local real estate agent, told the news website.

Uyeno said that the declining unemployment rate and increasing hiring has helped increase the number of buyers in a tight market.

?We?ve got Amazon, we?ve got Boeing, we?ve got Microsoft all hiring, and all these people are coming here from out of state so they have to have some place to live,? ?Uyeno said.

Real estate agents say that good homes are selling fast, and at high prices. In some areas, the median price for homes is up as much as 14 percent.

Mortgage Rates Touch Two-Year High

Beware buyers. Mortgage rates are again inching upward. So, if you want to lock into some low, lucrative rates, you may want to get in the game now.

The average rate on the 30-year loans skyrocketed to 4.51 percent this week. Last week it was 4.29 percent, according the mortgage giant Freddie Mac, who tracks rate changes. Two months ago the rate was 3.35 percent, just a tad above the all-time low of 3.31 percent.

Rates on the shorter-term loans are also on the upswing. The average rate on 15-year loans jumped to 3.53 percent from 3.39 percent a week ago. That?s the biggest increase since August 2011.

Rates have been at historic lows for a while now and began inching upward because of expectations that the Federal Reserve will cut down its bond buying this year. The continued low rates have helped encourage buyers to jump into the market. Despite the increases this week, rates continue to be low. But not everyone can qualify for the lucrative rates. Lenders have installed a tight screening process. Only consumers with a clean credit record and sizeable down payment generally have access to the lucrative rates.

Even with the gains, mortgage rates remain low by historical standards. Low rates have helped fuel a housing recovery that is helping to drive economic growth this year.

Vice President's campaign to clothe the needy supported by Emiratis

DUBAI // A campaign to provide clothing to a million deprived children has been praised by Emiratis keen to support the initiative during Ramadan.

The drive was launched late last week by Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai.

Dubai Media Office yesterday tweeted: "Nationals express pride at the humanitarian initiatives of #UAE Rulers, referring to the campaign of clothing 1 million children worldwide."

Khowla bint Ali, 22, a business student in Dubai, said Ramadan was the time for giving and praised any effort to help people in need.

"This is something as Muslims we must do every year," she said. "Ramadan is a time to think of those with less than us and it is our duty to take on this charitable work.

"We are very supportive of Sheikh Mohammed and thank him for taking such initiatives."

Text messages were sent via du and Etisalat on Friday to encourage people to donate. It costs Dh40 to clothe one child and Dh400 to dress 10. Donations can be made for any amount between Dh40 and Dh400.

Beneficiaries worldwide will include Syrian refugees.

Hassan Mohammed, 27, an engineer and Syrian resident of Dubai, said he was happy to hear people in his home country would benefit.

"So many people have been left homeless from this and most of all the children are the ones who suffer," he said.

Mr Mohammed's relatives are still in Syria. He has donated twice to the project and has forwarded the text to friends and family.

The project will run until UAE Humanitarian Work Day on July 28, which is also Ramadan 19, the ninth anniversary of the death of the founding President, Sheikh Zayed.

The clothing campaign has been launched in collaboration with the UAE Red Crescent, which works with the poor in Asia and Africa.

Launching the campaign last week, Sheikh Mohammed told the state news agency Wam: "Ramadan represents an exceptional opportunity to celebrate the values of goodness, giving and cooperation."

The project "increases the importance of launching social and charitable constructive initiatives during the month, especially those initiatives in which the people of the UAE can share and collaborate."

The timing of the anniversary of the founding President's death is fitting, Sheikh Mohammed said.

"Zayed was the source of giving. He was the teacher and the one who inspired the generous people of the UAE, who are an ideal example of efforts and generosity that knows no bounds and no discrimination," he said. "The spirit of giving is a characteristic of Zayed's sons and daughters. It is a culture which is deeply rooted in our community."

To contribute to the campaign, text 'dress' to: 7040 to donate Dh40 and dress one child, 7160 to donate Dh160 and dress four children, 7240 to donate Dh240 and dress six children, and 7400 to donate Dh400 and dress 10 children.

Du, which sent text messages to 6.6 million mobile subscribers on Friday, will donate Dhs3 million to support the initiative, which aims to clothe 75,000 needy children.

The campaign hopes to reach out to people on social media through Twitter @Dress1Million and the hashtag #Dress1MillionNeedyChildren.

Ahmad bin Byat, the chairman of du, said: "I would like to congratulate His Highness on the launch of this campaign, and wholeheartedly encourage the people of the UAE to donate generously in the spirit of the holy month of Ramadan to support those less fortunate around the world.

Mexico tops Canada 2-0 in Gold Cup

SEATTLE (AP) - Raul Jimenez scored off of a corner kick late in the first half, and Marco Fabian converted a penalty early in the second as Mexico bounced back from an opening-game loss to beat Canada 2-0 in a CONCACAF Gold Cup group-stage game Thursday night.

Mexico, which lost 2-1 to Panama on Sunday, climbed back into contention in heading into Sunday's Group A finale against Martinique in Denver. Those teams are tied with 3 points each.

"The team improved on many fronts, and it operated better," Mexico coach Jose Manuel de la Torre said. "(Canada) was putting a lot of pressure in many different places of the pitch. But the team managed to get a result and convert opportunities into goals. That creates more confidence and less pressure."

Panama, a 1-0 winner over Martinique in Thursday's first game at CenturyLink Field, leads the group with 6 points going into Sunday's game against Canada, which was eliminated.

"I thought we deserved more than we got," Canada coach Colin Miller said. "I think it would be safe to say Mexico fought very hard to try to break us down, and they didn't create a million chances. I thought we played very well in spells. I thought we showed maturity in possession. But we're still not finishing in the final third, that's for sure."

Midway through the 42nd minute, Mexico won a corner kick on the attacking right side. Luis Montes floated it just into the penalty area, and Jorge Enriquez flicked it into the middle, about eight yards in front of the net. Jimenez, with Canada defender Marcel De Jong tight on him, dove and sent it into the back right corner past goalkeeper Milan Borjan.

In the 57th minute, Fabian started to take the ball into the box. But barely a step inside the top of it, he was tripped by Canada's David Edgar, and referee Joel Aguilar immediately pointed to the spot. Fabian, who scored his team's only goal in the loss to Panama, drove his shot into the back left corner, with Borjan diving the opposite way.

"We improved on many things, but we were still missing on a few others," de la Torre said. "We need to create more opportunities and actually finish those opportunities, as well."

Canada nearly got a goal back late in the 89th minute, but De Jong's free kick from the top of the arc banged off the crossbar.

Miller didn't think Canada should have been down two goals at that time, contending that the PK should not have been called.

"My opinion is it's not a penalty," Miller said. "I could go into a great deal of details, but I'm biting my lips as much as I can.

"We didn't defend well from the corner kick four minutes before halftime. The second goal, I won't comment on anymore. If you take those elements out of the game, we're absolutely in the mix."

Mexico has struggled in international play in 2013, just 3-3-8 in 14 games, including 1-0-5 in World Cup qualifying contests. But it has never lost to Canada in Gold Cup play, winning all four games by a combined margin of 15-2.

RealtyTrac: Home repossessions declined in June

(AP) ? Fewer U.S. homes entered the foreclosure process or were repossessed by banks in June, the latest sign that the nation is shaking off its housing bust hangover.

Lenders initiated the foreclosure process on 57,286 homes last month, the lowest level for any month in 7? years, foreclosure listing firm RealtyTrac Inc. said Thursday.

Foreclosure starts are on pace to reach roughly 800,000 this year, down from 1.1 million last year, the firm said.

Completed foreclosures, when the lender repossesses a home, are on track to hit a half-million, or about a quarter below last year's total.

The trend comes as the U.S. housing recovery continues to gain strength, propelled by steady job gains, low interest rates, improving consumer confidence and growing demand for homes at a time when there's a thin supply of available homes for sale in many markets.

That's helped boost home prices, which jumped 12.2 percent in May from a year earlier ? the biggest gain in seven years, according to data provider CoreLogic.

Even so, foreclosures remain a potential drag on housing in many states, including Florida, Nevada, Illinois and Ohio.

"Halfway through 2013, it is becoming increasingly evident that while foreclosures are no longer a national problem, they continue to be a state and local market problem," said Daren Blomquist, a vice president at RealtyTrac.

Homes scheduled for auction in states like Florida, where the courts play a role in the foreclosure process, were up 34 percent in June from a year earlier, the firm said.

Scheduled home auctions doubled last month in New Jersey and Florida, which also posted the highest foreclosure rate of any state ? nearly three times the national average ? in the first six months of the year, the firm said.

Most homes lined up for public auction typically end up going back to lenders, which opens the door for the properties to be placed on the market as sharply discounted foreclosed homes later this year or in 2013.

Nationally, the inventory of previously occupied homes on the market was 10 percent below prior-year levels in May, according to the National Association of Realtors. So the potential for more foreclosures going on sale will likely be welcome news to would-be homebuyers in markets where there is a tight supply of available homes.

The number of homes that entered the foreclosure process in June was down 21 percent from May and about 45 percent below June 2012's total.

Lenders repossessed 35,507 homes last month, down nearly 9 percent from May and a drop of 35 percent from a year earlier.

That's still short of the 25,000 or so a month that Blomquist considers the benchmark for foreclosures in a "normal" housing market.

At the height of the housing boom in 2006, completed foreclosures averaged 22,000 a month. They peaked in September 2010 at 102,000.

Tighter lending standards for home loans since the housing bubble burst have helped slow the pace of foreclosures.

About 75 percent of the 824,292 U.S. homes in the foreclosure process as of June are tied to loans that were originated between 2004 and 2008.

"That's a good sign that the lending has much improved and we're not seeing high foreclosure rates on mortgages that have been taken out since 2008," Blomquist said.

(AP) ? Asiana Airlines Flight 214 was 500 feet up and about a half-minute from San Francisco International Airport when its speed dropped below the threshold for a safe landing speed. It continued slowing until just about eight seconds before touch down when pilots recognized the need for more speed and throttled up.

But it already was too late. By the time the engines started adding speed, the hulking Boeing 777 was barely above San Francisco Bay and the plane clipped the seawall at the end of the runway, slammed down and spun, then caught fire. Incredibly, only two of the 307 people on board died, and most of the survivors suffered few or no injuries.

The head of the National Transportation Safety Board on Monday revealed additional details about the final seconds before Saturday's crash but what remained unknown was why the pilots didn't react sooner.

Some of those answers are expected to come Tuesday, after details emerge from U.S. and Korean joint interviews with the pilots that began Monday.

Choi Jeong-ho, a senior official for South Korea's Ministry of Land, Infrastructure and Transport, told reporters in a briefing Tuesday in South Korea that investigators from both countries quizzed two of the four Asiana pilots, Lee Gang-guk and Lee Jeong-min, on Monday, and they planned to quiz the two other pilots and air controllers Tuesday.

Choi said recorded conversation between the pilots and air controllers at the San Francisco airport would be investigated, too.

"I think this accident is going to go down as a textbook case study on what they call Cockpit Resource Managements, which is a fancy way of saying how the pilots talk to each other and identify solutions," said former NTSB managing director Peter Goelz.

He said it's very helpful, and not all that common after a major crash, to have pilots to interview.

"It's always good to have survivors," Goelz said.

As for the interviews, "the reality is this is not going to be an interrogation," he said. "The NTSB will ask them to tell us in your own words what was going on. The investigators will have some advantage, they'll have some information from voice recorder. But it's not a cross-examination, it's an effort to understand what the pilot remembers and what he remembers saying and doing."

There is a possibility a license could be revoked, or fines or penalties issued, Goelz said.

"The FAA will take a look at this going down the road and see if there were any egregious violations," he said.

The challenge for authorities this week is to discover what decisions were made in the cockpit of the giant jet, where an experienced pilot was learning his way around a new aircraft and fellow pilots were supposed to be monitoring his actions. Questions include whether all four pilots were in the cockpit, as expected, or just the trainee and his trainer, both experienced pilots.

In addition, authorities were reviewing the initial rescue efforts after fire officials acknowledged that one of their trucks might have run over one of the two Chinese teenagers killed in the crash. The students, Wang Linjia and Ye Mengyuan, were part of a larger group headed for a Christian summer camp with dozens of classmates.

National Transportation Safety Board Chairman Deborah Hersman said investigators reviewed flight data and watched airport surveillance video to determine whether an emergency vehicle ran over one of students. But they have not reached any firm conclusions. A county coroner said he would need at least two weeks to rule in the matter.

The teens had been seated in the rear of the aircraft, where many of the most seriously injured passengers were seated, Hersman said. Their bodies were found on the tarmac.

The investigators found traces of fire on the left side of the exterior parts of the plane's right engine, according to a statement from South Korea's Ministry of Land, Infrastructure and Transport. They also detected a skid mark at the runway, it said.

The NTSB also said part of the jet's tail section was found in San Francisco Bay, and debris from the seawall was several hundred feet down the runway, indicating the plane hit the seawall on its approach.

Two other South Korean investigators ? one from the government and one from Asiana ? left for Washington to take part in an analysis of the plane's black box, and they are to arrive in Washington 11:20 a.m. local time Tuesday, the statement said.

Asiana President Yoon Young-doo left Tuesday for San Francisco. He said he will look at the efforts of airline employees to help injured passengers and their family members, visit with the NTSB and other organizations to apologize for the crash and try to meet injured passengers.

Yoon said he can't meet with the Asiana pilots because no outside contact with them is allowed until the investigation is completed.

The airline acknowledged Monday in Seoul that the pilot at the controls had little experience flying that type of plane and was landing one for the first time at that airport.

Yoon said Lee Jeong-min, a 777 pilot, was the pilot on 33 flights to San Francisco and Lee Gang-guk was a pilot on 29 flights into San Francisco but on other planes.

Lee Jeong-min had been named a training pilot on the flight because he was among the top 25 percent of Asiana pilots, Yoon said. Lee Gang-guk had logged nearly 10,000 hours operating other planes but had only 43 hours in the 777, a plane he still was getting used to flying, said Asiana spokeswoman Lee Hyomin.

It was unclear whether the other two pilots were in the cockpit, which seats four. But that would be standard procedure at the end of a long international flight.

More than 180 people aboard the plane went to hospitals with injuries. But remarkably, more than a third didn't even require hospitalization.

The passengers included 141 Chinese, 77 South Koreans, 64 Americans, three Canadians, three Indians, one Japanese, one Vietnamese and one person from France.

South Korea officials said 39 people remained hospitalized in seven different hospitals in San Francisco. South Korean officials and 62 workers from Asiana and 30 from United Airlines are assisting the injured passengers and their family members.

The flight originated in Shanghai, China, and stopped over in Seoul, South Korea, before making the nearly 11-hour trip to San Francisco.

Senate to try again on student loan vote

WASHINGTON (AP) ? Senate Democrats are trying to restore lower interest rates on student loans, a week after Congress' inaction caused those rates to double.

A procedural vote is scheduled for Wednesday on a Senate measure that would return rates on subsidized Stafford loans to 3.4 percent for one year. An earlier attempt in the Senate to keep rates low came up short and rates for those loans doubled to 6.8 percent on July 1.

The increase did not affect many students right away; loan documents are generally signed just before students return to campus, and few students returned to school over the July Fourth holiday. Existing loans were not affected, either.

However, absent congressional action in the coming weeks, the increase could spell an extra $2,600 for an average student returning to campus this fall, according to Congress' Joint Economic Committee. Lawmakers from both parties have criticized the increase and the costs passed to students, but there is little agreement on how to restore the lower rates.

"It's not fair for Democrats who run Washington to stand in students' way," said Rep. Cathy McMorris Rodgers of Washington state, a member of the House GOP leadership.

Countered Democratic Sen. Jack Reed of Rhode Island, "The Republican proposals are attractive in the short term but in the long term are extremely expensive."

During last year's presidential campaign, lawmakers from both parties voted to keep interest rates on subsidized Stafford loans at 3.4 percent. Yet this year, without a presidential election looming, the issue seemed to fizzle and the July 1 deadline passed without action.

Most Democratic senators favored keeping the rates at 3.4 percent for now and including a broad overhaul of federal student loans in the Higher Education Act rewrite lawmakers expect to take up this fall. Sen. Al Franken, D-Minn., said the matter needs to be viewed in a holistic way.

"How are we going to address the costs of college? How are we going to make college more affordable for our kids?" Franken said.

Yet an earlier Democratic attempt at a two-year extension failed to overcome a procedural hurdle before lawmakers left for the July Fourth holiday. Under Senate rules, 60 votes are needed to let the proposal go forward and Democrats alone cannot force it ahead.

A one-year extension seemed heading toward the same fate.

"What is good about a short-term political fix?" said Sen. Lamar Alexander of Tennessee, the top Republican on the Senate Education Committee.

Efforts to find a compromise seemed heading nowhere as well. Democratic Sen. Joe Manchin of West Virginia worked with Alexander to write a bipartisan bill that closely follows a bill the GOP-led House has already passed. That bill incorporated an idea that was included in President Barack Obama's budget to link interest rates to the financial markets.

Under the House plan, interest rates would be lower in the next few years but rise as the economy improves.

"That is not fair to students and it is certainly not good for our economy," said Sen. Patty Murray, D-Wash.

The Democratic chairman of the Education Committee, Sen. Tom Harkin of Iowa, also said the GOP proposal was not an option and stood opposed to considering it this summer. Instead, he insisted on a one-year extension of the current rates.

"Congress has an imperative to pass a plan to keep rates low now so that students and families struggling to afford college can count on affordable federal student loans," Harkin said.

Without an agreement, though, students are facing 6.8 percent interest rates on new subsidized Stafford loans, which typically go to students from lower- and middle-income families.

That is unacceptable, said Sen. Debbie Stabenow, D-Mich. "You can go out and get a car loan for 4 percent," she said.

Despite the widespread agreement that the current 6.8 percent interest rate is too high for students, there is little consensus on what to do.

House Speaker John Boehner, R-Ohio, has remained adamant that the chamber he leads has already taken action and it's up to the Senate to fall in line.

"Republicans have acted to stop student loans' interest rates from doubling," Boehner said. "The House has done its job. It's time for the Senate and the White House to do its job."

Senate Democratic leader Harry Reid has signaled he has no interest in anything beyond an extension of current rates until at least 2014 ? when a third of the Senate and the full House face re-election.

"Speaker Boehner says the House has acted and the ball is in the Senate's court," Reid said. "But Democrats can't support a plan that would be worse for students than doing nothing at all."

UK lawmakers recall Murdoch over phone-hacking evidence

LONDON (Reuters) - British lawmakers said on Tuesday they would recall media mogul Rupert Murdoch to clarify evidence he gave to them last year after he was secretly recorded belittling a police inquiry into alleged crimes committed by journalists on his papers.

Murdoch told staff at his Sun tabloid in a private meeting in March he had been wrong to help the police investigation into illegal tactics which he said the industry had used for decades, comments that sharply contrasted with the profuse public apologies he had given parliament's media committee.

Murdoch, the head of News Corp and 21st Century Fox, had described himself then as humbled and appalled by the revelations of illegality and phone-hacking that forced the closure of his prized News of the World tabloid two years ago.

"The committee has voted to ask him to reappear in light of the comments he made to News International staff," committee chairman John Whittingdale told Reuters, adding that they had not yet set a date for the hearing.

The Sun meeting was secretly recorded and broadcast last week, and on Tuesday police told lawmakers they were seeking to obtain a copy of it.

"We are seeking to obtain ... the tape of the meeting during which Rupert Murdoch appears to have been recorded and we will then assess the full contents of that tape," London Police Assistant Commissioner Cressida Dick told parliament's Home Affairs committee.

According to the announcement, the merger added several health care-related clinical and certificate programs to Berkley's offerings. Dover brought to the deal 75,000 square feet of renovated facilities at its Clifton and Dover locations.

Actor who played "Waltons' storekeeper dies

Actor Joe Conley, who played kindly country storekeeper Ike Godsey on 1970s TV family drama "The Waltons," died Sunday at age 85, former co-star Mary Beth McDonough, who played Erin Walton, wrote on Facebook.

"It is a a sad day," McDonough wrote. "So sorry to let you know Joe Conley, our beloved Ike Godsey, passed early this morning , please keep him, (wife) Louise, and his family in your prayers . RIP Mr. Godsey."

Conley's wife Louise told the Los Angeles Times that the actor, who had dementia, passed away at a care facility in Newbury Park, Calif.

Fellow co-stars were quick to remember the actor. Actress Ronnie Claire Edwards, who played Corabeth, posted about Conley on her Facebook page. "It was one of the greatest pleasures of my television career to play Corabeth opposite Joe because he made me so much better," she wrote. "I share all of your grief and appreciate your many condolences. He will be greatly missed but, thankfully, we may enjoy his work for years to come in the many reruns of The Waltons."

Eric Scott, who played Ben Walton, also noted Conley's passing on Facebook, writing, "A sad day.....Our beloved Joe Conley passed away yesterday morning. I always loved him and will miss him dearly. Please keep his wife Louise and his wonderful family in your thoughts and prayers."

The show that made Conley famous came from a different era of television, some noted. "Dramas like 'The Waltons' have never received the attention they deserve, unfortunately, due to the nature of the family-friendly storytelling," said Marc Berman, editor-in-chief of TV Media Insights, the first media outlet to report Conley's death. "But the overwhelming response to the passing of Joe Conley only proves its value and the importance of the supporting cast."

Born in Buffalo, N.Y., Conley began acting after returning from military service in Korea, running real-estate companies on the side. He had reportedly just decided to give up acting and concentrate on that business when he won the role of Godsey, the kind storekeeper who married Olivia Walton's cousin, snooty Corabeth. The couple later adopt a child together.

In a 1977 newspaper profile, Conley said he rarely worked on "The Waltons" more than two days a week, spending the rest of his time on his real-estate ventures. "I like the independence of doing both," he said at the time.

"The Waltons" ended its run in 1981, and Conley continued to act sporadically, frequently returning for "Waltons" reunion movies. He also played a small role in the 2000 Tom Hanks movie "Cast Away." His TV resume also includes roles on "The Brady Bunch," "Knight Rider," "Dragnet" and other shows.

In 2009, Conley published his autobiography, "Ike Godsey of Walton's Mountain."

In an interview for The-Waltons.com, Conley said he knew that the "Waltons" role had forever marked him. "To millions of people I am Ike Godsey," he said. "People walk up and just call me Ike and carry on a conversation like we are old friends. I have to remember that for ten years I did visit their home every week. To them I am an old friend or a member of the family."

Conley is survived by his wife Louise and four children.

His is not the only recent death in "The Waltons" family. Actor Paul Jenkins, who played the recurring character of Professor Parks on the show, died July 1 at age 74 following a brief illness.

At the start of any shipwreck investigation, there is always a palpable sense of curiosity, anticipation, and excitement as archaeologists wonder to themselves: What are we about to find? To be asking myself that question while sitting in front of a bank of video monitors on dry land in southwestern Mississippi, as the answer was about to be streamed live from Little Herc's camera 100 miles away, was a completely unique and unforgettable experience for this archaeologist. Now the question is... what did we find?

Today's dive was on Site 359, the name of which refers to the wreck's designation in the Bureau of Ocean Energy Management's (BOEM) database of Gulf of Mexico shipwrecks. Site 359 is a wooden-hulled sailing vessel measuring 190 feet long and located in over 1,300 feet of water. It was first discovered in the 1980s during a side-scan sonar survey for oil and gas development, and was briefly looked at in 2003 by archaeologists using a Deep Rover manned submersible. Initially, the wreck was believed to be the remains of Western Empire, a Canadian-built merchant vessel of the same dimensions that launched in 1862 and reportedly sank at this location after its crew abandoned ship during a hurricane in September 1875. Recent archival research, however, uncovered proof that the crewless Western Empire actually remained afloat, drifting in the Gulf Stream current until eventually sinking for real off of Florida's Atlantic coast two months later. Proving the fortune-cookie philosophy that every answer leads to another question, this revelation about the actual fate of Western Empire once again pulled a shroud of mystery over the true identity of Site 359.

Proving the adage once again, today's site investigation provided a few answers and a few more questions. The vessel was clearly a stout workhorse of its day. It is large and heavily built, with thick, closely spaced wooden timbers comprising the frames and hull planking. Several clues on the wreck including wire rope rigging, a folding-stock anchor, a possible engine-powered capstan, and what appeared to be red anti-fouling hull paint, indicate that this vessel dates between the mid-19th and early 20th centuries. Curiously, though, this wreck is in far better condition than any other discovered wrecks in the Gulf of Mexico dating to the same time period, especially considering that it does not have any metal sheathing to protect its wooden hull, as do many of those other wrecks. Site 359 remains remarkably well preserved, with tightly fitted inner and outer planking still in place, and sections of the hull intact up to the deck level almost 20 feet above the seafloor. This raises several questions, such as: What site formation factors have allowed this vessel to remain in such good condition relative to other wrecks of its age? What ship is this? What was its purpose? And what caused it to sink?

Its size and heavy construction indicate that it was likely intended to travel long distances in rough conditions, possibly with a large crew and a large cargo. And ships like that don't disappear without someone noticing; the identity of this mystery ship is likely to have been reported somewhere in the historical record. Despite its generally good condition, extensive hull damage at both the starboard bow and stern indicate that the wreck was exposed to some very violent forces. Did this damage happen after the ship settled on the ocean floor, or is it evidence of what put it there in the first place?

Hopefully, continued research and review of today's ROV imagery will help us to illuminate some of those answers. Until then Site 359 remains full of possibilities, as does the next unknown shipwreck waiting to meet Little Hercules and its watchful scientists.
