(AP) ? The Russian Orthodox Church on Sunday asked for clemency for three jailed members of the rock band Pussy Riot if they repent for their "punk prayer" for deliverance from President Vladimir Putin at Moscow's main cathedral, a statement that came a day before an appeal hearing and appeared to reflect a desire to put an end to the case that has caused an international outrage.

But it was unclear whether the women, who were sentenced to two years last month, would offer a penitence sought by the church and how much leniency a court may show. Putin has always been reluctant to avoid leaving an impression that he could bow to public pressure and has taken an increasingly tough line on dissent since his inauguration in May.

Monday's appeal hearing has caught their family members between hope and despair as they attempt to gauge from the words and actions of government and church officials whether the political tide will turn in their favor.

In Sunday's statement, the church reaffirmed its condemnation of the women's raucous stunt, saying such actions "can't be left unpunished." But it added that if the women show "penitence and reconsideration of their action," their words "shouldn't be left unnoticed."

Earlier this month, Russian Prime Minister Dmitry Medvedev said that keeping them in prison any longer would be "unproductive" ? a statement that encouraged hopes the appeals court could set them free. But skeptics said that ahead of the band members' conviction on charges of "hooliganism driven by religious hatred," Putin himself said the women should not be judged too harshly, raising similar hopes for their release that proved vain.

Nadezhda Tolokonnikova, 22, Maria Alekhina, 24, and Yekaterina Samutsevich, 30, were arrested in March after dancing and high-kicking at Moscow's Christ the Savior Cathedral as they pleaded with the Virgin Mary to save Russia from Putin, who was elected to a third presidential term two weeks later. They said during their trial in August that they were protesting the Russian Orthodox Church's support for Putin and didn't intend to offend religious believers.

Both the government and the church may have a strong interest in putting the Pussy Riot case behind them to avoid further damage at home and abroad.

The band members' imprisonment has come to symbolize intolerance of dissent in Putin's Russia and caused a strong international condemnation. Their cause has been taken up by celebrities and musicians, including Madonna and Paul McCartney, and protests have been held around the world.

Even some government loyalists criticized the harsh sentence, voicing concern about the church's interference in secular affairs and a growing repressive streak in the Kremlin's policies.

Since his inauguration in May, Putin has taken an increasingly tough stance against dissent in response to a series of massive winter protests against his 13-year rule.

Opposition activists have faced interrogations and searches, and the Kremlin-controlled parliament quickly stamped a slew of draconian bills, including the one that raised fines 150-fold for taking part in unsanctioned protests and another obliging those non-government organizations that receive foreign funds to register as "foreign agents."

In a clear nod to the Pussy Riot stunt, pro-Kremlin lawmakers last week discussed a new bill that would make "offending religious feelings" a crime punishable by up to five years in prison.

Actions like these have left the friends, families, and lawyers of the Pussy Riot women pessimistic about the possibility of a successful appeal.

Violetta Volkova, one of the three lawyers for the women, said Friday after visiting a prison where they are being held that she had little hope for a fair sentence in a country where courts bow to the authorities.

"There is always at least some minimal hope for common sense and that the court will act in accordance with the law," she said. "But given the political situation in Russia, we can't depend on a legal sentence."

Stanislav Samutsevich, the father of one of the women, said he also had little hope, saying that he believed the government would use the appeals process to "in some way justify the severe sentence imposed."

Friends and family say they have tried to keep the women busy with books and letters to try to lighten their mood.

Olga Vinogradova, a children's librarian, book reviewer, and longtime friend of the convicted Maria Alekhina, sent her philosophy books to read. She said she received messages from Alekhina once or twice a week.

Like Tolokonnikova, Alekhina is the mother of a young child, a 5-year-old boy, a fact which has drawn particular sympathy from supporters of the women, who have been behind bars since their arrest in March.

"One thing that she wrote to me in a letter is that . she couldn't pay a higher price than such a long separation from her child," said Vinogradova. "For her freedom to speak her mind that is the greatest price."

Vinogradova said that in her exchanges with Alekhina her friend had expressed little hope of leaving with an effective appeal.

"She's scared about what's happening now, with the new laws," said Vinogradova, "I think she may have expected more from the protest movement."

(AP) ? President Vladimir Putin is turning back the clock on his predecessor's reforms ? literally.

This week, Putin signaled his intent to reverse one of the few high-profile reforms Dmitry Medvedev enacted while president: keeping Russia stuck in summer time all year after clocks sprang forward in March. It's perhaps an apt symbol of Putin's relentless drive to roll back even the modest liberal legacy left behind by his protege, who made timid attempts at modernization as president but never emerged from the shadow of his patron ? and meekly agreed to step down to let him reclaim the top job.

One by one, each of Medvedev's reforms ? from decriminalizing slander to purging the boards of state-run companies of government officials ? has been swept aside. Observers see it as part of a new tough course taken by Putin in response to massive winter protests against his rule, an indication that he sees no need for a compromise with the opposition. Suspicions are also rife that Putin may even be gearing up to dump Medvedev, his longtime political partner, as prime minister.

Nobody believed that Medvedev would really be in charge when he took over as president in 2008, while Putin moved into the prime minister's seat to observe a constitutional limit of two consecutive terms.

But he led many to believe that he may at least soften Putin's autocratic ways, especially when he proclaimed in a speech that "freedom is better than non-freedom." He heartened many by promising to allow greater political competition, champion media freedoms, liberalize the economy and fight graft.

In the end, he fulfilled few of these pledges, leaving the tightly controlled political system largely intact, while Putin made it abundantly clear that he remained Russia's paramount leader. A year ago, Medvedev showed unswerving loyalty to Putin when he refused to seek a second presidential term and agreed to swap jobs.

Medvedev now sees himself sinking further into irrelevance.

The latest blow came with Putin's comments on his protege's time switch initiative, which had angered many Russians because it meant they would have to trudge to work in pitch darkness during the nation's long winter. Medvedev had argued that keeping clocks on summer time helped farmers. Putin told reporters Tuesday that Medvedev "isn't fixed on his decision" ? a comment that appears to signal that the measure is doomed.

A humiliating revision of his own move would further erode Medvedev's popularity, making it easier for Putin to sack him in the future if he decides to do so. A recent poll by the VTsIOM opinion research center showed Medvedev's approval rating dropping to just over 20 percent this month, half of the level during his presidency. The same poll showed Putin's approval rating staying stable at around 50 percent.

In one sign of fraying ties in the leadership duo, Putin spokesman Dmitry Peskov told The Associated Press this week when asked about claims that some members of Putin's inner circle held Medvedev responsible for the explosion of anti-Kremlin protests over the winter that "it's not a secret that during Medvedev's presidency some mistakes were made."

Last winter's protests, which drew more than 100,000 people demanding an end to Putin's role into the frigid streets of Moscow, were the biggest Russia saw since the 1991 collapse of the Soviet Union. Clearly shocked, Putin blamed the U.S. for staging the demonstrations and squarely focused his campaign on his core support group of blue-collar workers and state employees.

After his inauguration in May, Putin quickly struck back at his political foes with a series of repressive bills that slapped hefty fines on participants in unsanctioned rallies and required foreign-funded non-governmental organizations, such as rights watchdogs and election monitoring groups, to register as "foreign agents" in a bid to undermine their credibility with Russians.

Medvedev's firm support for Barack Obama's policy of "resetting" ties with Russia, which suffered during George W. Bush's presidency, has given way to a barrage of anti-U.S. comments by Putin and his lieutenants. Earlier this month, Moscow halted the U.S. Agency for International Development's two decades of work in Russia saying it was meddling in elections ? a claim Washington denied.

Opposition activists have faced interrogations and searches, and three members of the feminist rock band Pussy Riot were sentenced to two years in prison in August for a "punk prayer" for deliverance from Putin in Moscow's main cathedral.

Liberal initiatives of Medvedev's presidency looked increasingly out of place amid the crackdown on dissent, and the Kremlin quickly moved to repeal them.

The parliament controlled by Putin's loyalists quickly reversed Medvedev's law decriminalizing slander, giving law enforcement authorities a new weapon against dissent.

The presidential human rights council, which Medvedev filled with Kremlin critics, was quickly reshuffled to purge them, and a bill widely expanding the definition of high treason that Medvedev shelved in 2008 received a unanimous preliminary approval in parliament last week.

Medvedev's directive to remove government officials from boards of giant state-controlled companies has been reversed. And Putin's lieutenants, like energy czar Igor Sechin, successfully resisted a push for control over energy revenues by Medvedev loyalists. Medvedev himself has avoided meddling in those disputes and sought to demonstrate his loyalty to Putin.

Medvedev faced more trouble this month, when Putin gave a dressing down to several Cabinet ministers, saying that they had failed to fulfill his directives on drafting the next budget. It was an oblique criticism of Medvedev himself ? as he leads the Cabinet and is in charge of the economy.

Alexei Makarkin, a leading analyst with the Center for Political Technologies, an independent Moscow-based think-tank, said that such criticism could be repeated and would help set the stage for Medvedev's ouster in the future.

"He would be unlikely to remain the prime minister for the entire Putin's term in office," Makarkin said.

Taking mathematics to heart

ScienceDaily (Sep. 28, 2012) ? Mathematics might seem like an abstract discipline, remote from real-world applications but their equations can significantly help understand and simulate the functioning of nature. Professor Alfio Quarteroni of the ?cole Polytechnique F?d?rale de Lausanne (EPFL, Switzerland) is leading the Mathcard project in developing mathematical models of the blood flow in our cardiovascular system. On the occasion of World Heart Day, he explains how his project could help surgeons and save lives.

Cardiovascular diseases are responsible for 50 % of natural deaths in the EU. Computer models could help surgeons improve operations such as bypass surgery or stent insertion. "As mathematicians, we use equations to understand basic physical phenomena," explains Prof. Quarteroni. "Maths is non-invasive -- there's no need to operate -- so we can use equations to describe the circulatory system in order to better understand human physiology and why certain pathologies occur."

A complex problem

"The first difficulty lies at the level of pure maths," says Prof. Quarteroni. "The equations to simulate blood flow are complex -- they need supercomputers to solve them in reasonable time."The second difficulty is in modelling the topologies and geometries of the human body, both healthy and damaged. The project works closely with surgeons and pathologists, using data collected in Magnetic Resonance Imaging (MRI) scans, computer tomography, etc. These experts also advise on the problems they need help in solving. Although ERC funding means the project has access to some of the best supercomputers in Europe, the challenge is to produce efficient algorithms that can simulate medical situations in sufficient detail.

"Blood flow has a strong 3D aspect," says the professor, "due to the dilation and contraction of the heart and the blood's pulsatile and vortical motion."

But 3D models are very expensive to use. "It would take one week on a supercomputer to solve one heartbeat in the aorta," he says, which rules out using a 3D model for the whole system. "We have invented a unique approach," he continues, "building 3D models for vessels where we need to simulate all details and using lower-order models for other parts."

The multi-scale solution

In the past, blood circulation was modelled in the same way as electrical circuits, a so-called 'zero-dimensional' (0D) model, which simulates time variation, not spatial distances. "We still use this model to describe the body's peripheral arteries," explains Prof. Quarteroni, "but then we use a 1D model for the main arteries, of which there are around 100 in the body."This means the team can account for spatial separation; they can treat major blood vessels as pipes and describe different conditions at different points along them. "Finally, for the carotid or coronary arteries, we describe the 3D behaviour of the blood so we use the lower-order models to provide accurate inputs to the more detailed 3D models," the professor continues.

Taking math to the ward

Applications include designing better 'drug-delivery stents' coated with a drug to prevent inflammation of the blood-vessel wall. "We can model the release of the drug, blood flow around the stent and absorption of the drug by the wall," says Prof. Quarteroni. "Also, as we age, our blood vessels lose elasticity," he continues, "and this affects the whole body's circulation. We can study the way blood interacts with this and help surgeons design better heart bypass surgery."

To take these ideas further, and see how some of them can be brought to market, Prof. Quarteroni has just won a follow-up 'Proof of Concept' grant from the ERC. "My interest is to take these simulations 'from maths to ward' and make them available on a platform for clinical use," says the professor. "By creating a database of simulations, the results can be available in minutes instead of weeks, so they can be used by doctors as a real-time tool."

Franciscan University of Steubenville to recognize eight alumni

STEUBENVILLE - Eight Franciscan University of Steubenville alumni will be honored at the annual Alumni Awards Banquet and Ceremony slated for Friday in the J.C. Williams Center.

A pre-dinner reception begins in the Atrium at 6 p.m., followed by the banquet dinner and ceremony at 7 p.m. in the Tony and Nina Gentile Gallery.

The event recognizes the professional achievements and service to the church and society of Franciscan alumni for many decades.

The university has announced this year's recipients are:

The Rev. Joseph Meagher, Class of 1984, who is receiving the Bishop John King Mussio Award for his service to the Archdiocese of Newark, his involvement in the Pro-Life movement and his ministry to young adults and diocesan seminarians.

Mary Grace (Kniola) Landrum, Class of 1972, who is receiving the Dr. John J. Carrigg Award for her work with youth of Texas as a teacher and special education specialist and for launching her own consulting company to train educational leaders.

John Henricks, Class of 1991, who is receiving the Alumni Citizenship Award for his work in the public square as past director of government relations for the Family Research Council, and currently in the same position for the U.S. Conference of Catholic Bishops.

Bobby Aborn, Class of 2012, and Christi Aborn, Class of 2009, who are receiving the Rose M. DeFede Faithful Franciscan Award for their service to Franciscan University of Steubenville students by acting as household coordinators, mission trip coordinators, marriage preparation assistants, athletic coaches and hosts of the Dinner for Twelve Strangers.

Dr. Adam Berman, Class of 1994, who is receiving the Father Dan Egan Award for his work as an expert cardiologist specializing in complex arrhythmia ablation, and for medical research he is conducting in conjunction with two leading medical centers.

Michael Kehoe, Class of 1968, who is receiving the professor Edward J. Rejuvenated Moody Campus Radio launches Sept. 24 | The Moody ...

On Sept. 24, Moody Campus Radio ? updated with new equipment and streaming software ? launched fresh programming under the guidance of an all-new executive committee. Its new web site launched on the same date.

Shane O?Regan, sophomore communications major and MCR station manager, is eager to be set up in MCR?s new facilities on Sweeting 4, the new creative media home for communications majors. ?We?ll be feeding off the creative energy up there just by being around other creatives,? he said. ?We already feel more connected to the student body than we did in our offices in Fitzwater.? The executive committee is excited for their new web presence as well, which they say has the possibility to be an amazing creative platform for them to connect with the student body.

MCR is hosting new and returning shows on current events, theology, sports and varying genres of music. There is more diversity and greater professionalism within the programs due to a recently formed partnership with Moody Radio. Joe Mally, sophomore children?s ministry major and operations manager of MCR, said, ?The partnership with MCR and Moody Radio will provide us with mentors who do our jobs full-time. It will also provide opportunities for the MCR team to help with concerts and other events hosted by Moody Radio.?

The executive committee is also excited about the increased involvement and support from professors in the communications department who are willing to work for the success of MCR. Among them is Brian Kammerzelt, assistant professor and chair of the communications department. ?MCR is one of the anchor practicums for the communications major ? an integral part of teaching and learning radio station management, audio production, marketing, web design and much more,? he said. ?MCR is also one of our core student leadership teams that will provide guidance in their specialties to peers across the program and campus.?

Kammerzelt continues, ?Furthermore, MCR provides a direct link to our relationship with Moody Radio, who are increasingly invested in our radio/audio curriculum.?

As MCR comes back on air, O?Regan encourages students to get involved. He said, ?MCR is a place of nurture. I?m learning, we?re all learning. Ministering t the individual student at Moody is at the heart of what we do. It is by students, for students.? Members of the executive committee emphasize that students from any major are welcome. O?Regan affirms that MCR?s focus is on the students of MBI.

?Media is merely our tool. We?re about the individual,? O?Regan said. ?Moody is smothered in untold stories of grace, triumph, hope. MCR is all about the power of stories expressed through media to bring us together in unity and vulnerability.?

LAGOS, Sept 26 (Reuters) ? Nigeria?s Union Bank said on
Wednesday it had swung to a pre-tax profit of 12.46 billion
naira ($79.05 million) in the year to June, compared with 61.57
bln naira loss in the same period last year, after operations
were recapitalised by a new investors.

Gross earnings however declined to 58 billion naira,
compared with 67.82 billion naira in the same period last year,
the bank said in a statement to the stock exchange.

Union Bank, one of the lenders rescued by the central bank
in 2009, was taken over by a group of institutional investors
led by African Capital Alliance, a private equity firm, for $750
million to help it recapitalise.

The recovery was due to an injection of new capital and
support from the state-owned bad bank AMCON, which cleaned up
its bad loan portfolio, bank chief executive Funke Osibodu said
in a statement.

In Ohio, Romney says his "heart aches" for jobless

WESTERVILLE, Ohio (Reuters) - Republican presidential candidate Mitt Romney expressed empathy for unemployed Americans on Wednesday in what appeared to be an effort to repair the damage from comments he made in a leaked videotape that has sent his poll numbers on a downward slide.

"I've been across the country. My heart aches for the people I've seen," Romney told an enthusiastic crowd in Westerville on the second day of a bus tour across a state considered a must-win for him in the November 6 election.

On a day the candidate was joined by golf legend and Ohio native Jack Nicklaus, a new poll by Quinnipiac University and The New York Times spelled trouble for Romney.

It said that Democratic President Barack Obama - who also campaigned in Ohio on Wednesday - leads Romney in Ohio by 10 percentage points and is ahead in two other important states - Florida and Pennsylvania - by similar margins.

Ohio and Florida are politically divided states central to Romney's hopes to amass the 270 electoral votes needed for victory, and losing either could be disastrous for the Republican.

The survey suggested that Romney, who was trailing Obama by a smaller margin at the beginning of last week, has been significantly damaged by the disclosure of a secretly taped video of him speaking at a private fundraiser in May.

In the video, Romney - a former private equity executive with a fortune estimated at up to $250 million - tells wealthy donors to his campaign that 47 percent of Americans are "victims" who depend on government, don't pay federal income taxes and are unlikely to support him.

The airing of the comments last week sent Romney's campaign into crisis mode. Democrats were quick to point out that the "47 percent" to whom Romney referred - those who receive some form of government benefits - includes not just the poor but also working-class families, members of the military and the elderly, some of whom Romney has depended upon for support.

"The furor over his 47 percent remark almost certainly is a major factor in the roughly double-digit leads President Barack Obama has in Florida, Ohio and Pennsylvania," said Peter A. Brown, assistant director of the Quinnipiac University Polling Institute.

The Reuters/Ipsos daily tracking poll on Wednesday had Obama essentially maintaining the lead he built over Romney last week among likely voters nationwide, 49 percent to 43 percent.

'SO MANY PEOPLE ... HURTING'

Romney often talks about the people he meets while campaigning, but he usually does so to illustrate a story about a successful business - a man who made sandwiches in his garage and grew his company into a national chain, a woman who makes furniture for hospital waiting rooms.

On Wednesday, Romney took a different tack, and told stories of economic hardship that he linked to Obama's stewardship of a sluggish economy.

Ohio is a relatively challenging place for Romney's economic message. The state unemployment rate is 7.2 percent, below the national rate of 8.1 percent.

One in eight jobs in Ohio is linked to the automobile industry, and Obama's campaign has been reminding Ohio residents that he pushed through the industry bailout, and Romney opposed it.

"I was yesterday with a woman who was emotional and she said, ?Look, I've been out of work since May.' She was in her 50s. She said, ?I don't see any prospects. Can you help me?' " Romney said.

"There are so many people in our country that are hurting right now," Romney added. "I want to help them. I know what it takes to get an economy going again and creating jobs."

The Romney campaign amplified this message with a new television ad featuring the candidate speaking directly into the camera.

"President Obama and I both care about poor and middle-class families," Romney says in the ad. "The difference is, my policies will make things better for them. We shouldn't measure compassion by how many people are on welfare."

In his Westerville speech, Romney fought back against claims by Obama's campaign that Romney's proposed across-the-board 20 percent tax cut would mostly benefit the wealthy. Romney also said he would limit some tax deductions.

"By the way, don't be expecting a huge cut in taxes because I'm also going to be closing loopholes on deductions," he said.

Nicklaus added some star power to Romney's appearance. The golf great likened the election of Obama in 2008 to an errant shot. Golfers can't fret over a bad shot but must move on, he said.

"America cannot afford four more years of Barack Obama's failed policies," Nicklaus said. "We need a real recovery."

Romney campaigned in Ohio with Paul Ryan, his vice presidential running mate, on Tuesday. It was their first appearance together in more than three weeks, as aides promised a more aggressive phase of campaigning after Romney spent much of the past two weeks raising money and holding few public rallies.

Ryan campaigned on Wednesday in Colorado, another battleground state where polls show Romney in a tight race with Obama.

Biologists uncover dynamic between biological clock and neuronal activity

ScienceDaily (Sep. 25, 2012) ? Biologists at New York University have uncovered one way that biological clocks control neuronal activity -- a discovery that sheds new light on sleep-wake cycles and offers potential new directions for research into therapies to address sleep disorders and jetlag.

"The findings answer a significant question -- how biological clocks drive the activity of clock neurons, which, in turn, regulate behavioral rhythms," explained Justin Blau, an associate professor in NYU's Department of Biology and the study's senior author.

Their findings appear in the Journal of Biological Rhythms.

Scientists have known that our biological clocks control neuronal activity. But not previously understood is how this process occurs -- that is, how does information from biological clocks drive rhythms in the electrical activity of pacemaker neurons that, in turn, drives daily rhythms?

To understand this mechanism, the researchers examined the biological, or circadian, clocks of Drosophila fruit flies, which are commonly used for research in this area. Earlier studies of "clock genes" in fruit flies allowed the identification of similarly functioning genes in humans.

In their study, the researchers focused on eight master pacemaker neurons located in the central brain -- these neurons set the timing of the daily transitions between sleep and wake in the fly. Specifically, they were able to isolate these neurons from animals and identify sets of genes differentially expressed between dawn and dusk.

In a series of follow-up experiments, they concentrated on one gene, Ir, whose expression was found to be much higher at dusk than at dawn and much more highly expressed in pacemaker neurons than in the rest of the brain. Ir encodes a potassium channel that helps set the resting state of neurons -- and so its rhythmic expression makes it an excellent candidate to help link the biological clock to pacemaker neuron activity. High levels of Ir expression at dusk should make it much harder for pacemaker neurons to signal than the low levels seen at dawn, a finding that fits with earlier studies showing that pacemaker neurons fire more at dawn than at dusk.

The authors also found that genetic manipulations that either increase or decrease Ir levels affect behavioral rhythms. Perhaps more interestingly, these were also associated with changes in the timing and strength of oscillations in the core clock.

"Biology is never as simple as we imagine it will be," explained Blau. "We were looking for an output of the biological clock that would link the core clock to neuronal activity. Ir seems to do this, but it also, remarkably, feeds back to regulate the core clock itself. Feedback loops seem to be deeply engrained into the biological clock and presumably help these clocks work so well."

The study's other co-authors were: Marc Ruben, a doctoral candidate; Mark Drapeau, a former postdoctoral researcher; and Dogukan Mizrak, a doctoral candidate. The study was funded by grants from the National Institutes of Health.

With $1.6 Trillion In FDIC Deposit Insurance Expiring, Are Negative ...

As we noted on several occasions in the past ten days, as a result of QE3 and its imminent transformation to QE4, which will merely be the current monetization configuration but without the sterilization of new long-term bond purchases, the Fed's balance sheet is expected to grow by over $2 trillion in the next two years. This also means that the matched liability on the Fed's balance sheet, reserves and deposits, will grow by a like amount. So far so good. However, as Bank of America points out today, there may be a small glitch: as a reminder on December 31, 2012 expires the FDIC's unlimited insurance on noninterest-bearing transaction accounts at which point it will revert back to $250,000. Currently there is about $1.6 trillion in deposits that fall under this umbrella, or essentially the entire amount in new deposit liabilities that will have to be created as a result of QEternity. The question is what those account holders will do, and how will the exit of deposits, once those holding them realize they no longer are government credit risk and instead are unsecured bank credit risk, impact the need to ramp up deposit building. One very possible consequence: negative bill rates as far as the eye can see.

QE leads to growth in bank deposits?

The expansion of the Fed?s balance sheet has important knock-on effects on the size and composition of private balance sheets. When the Fed buys securities, it credits the account of the clearing bank used by the primary dealer from whom the security is purchased with newly minted electronic money (reserves). The dealer?s balance sheet thus sees a decrease in securities holdings and an increase in deposits at its clearing bank; the clearing bank sees an increase in deposit liabilities and an increase in reserves held at the Fed; and the Fed sees an increase in reserve liabilities and an increase in securities holdings.

Who ultimately holds these bank deposits ? and which banks hold the excess reserves ? is determined by many subsequent transactions. But for the banking system as a whole, the Fed?s purchases force an increase in deposit liabilities (or in some cases liabilities such as repo, fed funds, CDs, etc) as well as holdings of excess reserves, all else being equal. This pattern holds true as long as the seller of securities is not a bank, in which case the bank simply swaps securities holdings for reserves without any effect on its deposit liabilities. Excess reserves stand at roughly US$1.5tn as a result of the Fed?s prior asset purchases, while banking system deposits have increased by an even larger amount since late 2008.

However, the natural growth of deposits may be impacted due to the FDIC cliff at the end of the year:

Depositors whose balances have grown as a result of QE1 and QE2 have had access to noninterest-bearing accounts with unlimited FDIC insurance, which was introduced in October 2008 to improve the funding position of FDIC insured banks (for details see US Rates Viewpoint: Beware the $1.6tn deposit insurance cliff). The availability of unlimited FDIC insurance coverage of noninterest-bearing transaction accounts has represented an elastic supply of risk-free assets that have grown to US$1.6tn over the past four years. The Dodd-Frank Act extended this coverage through end-2012.

However, December 31, 2012 will see the expiration of unlimited FDIC insurance on noninterest-bearing transaction accounts unless Congress takes action to extend it, which appears unlikely. If the provision expires as scheduled, the FDIC coverage for these deposits will revert to the standard US$250,000 limit. Upon expiration, depositors will be forced to choose between moving their cash elsewhere and accepting that their deposits will be converted from government credit risk to unsecured bank credit risk.

And since when it comes to the decision of counterparty risk and cash holdings, nobody will pick a bank, which may or may not be insolvent, book value metrics aside, over Uncle Sam, it is quite likely that most will opt for short-term bonds which are rolled month after month even though they collect no interest. This means a substantial reduction in the outstandinf total deposit base of nearly $9 trillion.

Putting it all together:

Because many depositors are highly risk averse, we expect that a portion of the US$1.6tn in fully insured deposits in accounts with more than US$250,000 in balances will leave banks for the relative safety of money market funds and direct holdings of Treasury and agency securities. This could result in negative bill yields and wider 2y swap spreads, in our view. However, deposits of the banking system as a whole will likely not decline when this provision expires, though there may be dislocations for individual banks.

Instead, the US$2tn in Fed QE purchases that we expect over the next two years will increase the overall supply of bank deposit liabilities over time. But, unlike QE1 and QE2, the deposits created by QE3 will only be FDIC insured up to US$250,000 per account. As a result, risk-averse investors will likely bid up the price of short-dated Treasuries until the market is indifferent between holding uninsured deposits and holding Treasury bills at much lower yields. This effect will likely become more pronounced as excess liquidity in the system increases, as well as during episodes of risk aversion, when bank CDS spreads tend to widen.

In other words, prepare for negative bill yields coming soon to an indefinite future near you as unintended consequence #1293834.5 of the Fed's takeover of every market slowly materializes. At least the Treasury will soon be able to issue bonds at negative yields in the primary market as had been discussed previously. Indeed, that TBAC committee led by the new head of JPM's CIO Matt Zames, truly knows what is going on months ahead of the market (recall "Supercommittee That Runs America" Urges End To The "Zero Bound", Demands Issuance Of Negative Yield Bonds") . As to what other unexpected consequences materialize once $1.6 trillion in cash moves from point A to point X, we will all just have to wait and see.

A blistering sunburn during childhood or adolescence more than doubles the adult risk of skin cancer. The accumulation of long-term sun exposure may be equally dangerous. A study from the Colorado School of Public Health and the University of Colorado Cancer Center recently published in the American Journal of Preventive Medicine shows one way to reduce this exposure: a double-blind randomized clinical trial of mailed sun protection packets led to higher frequency of sun protective behaviors including the use of long clothing, hats, shade, sunscreen, and midday sun avoidance.

?This is a low-cost, effective intervention that could be an important component in efforts to reduce sun exposure in children during the years that they acquire much of their risk for skin cancer,? says the paper?s first author, Lori Crane, PhD, MPH, CU Cancer Center investigator and chair of the Department of Community & Behavioral Health at the Colorado School of Public Health.

The study recruited 676 six-year-olds and their parents into the Colorado Kids Sun Care Program, half of whom completed phone interviews and other data collection, and half of whom also received intervention kits. Kits included newsletters and sun protection resources, such as swim shirts, hats, sunscreen and sun protection educational activities. They were mailed in April and May of the years 2005, 2006 and 2007, with the goal of guiding parents and children to ever-increasing stages of adopting sun-safe behaviors, from the early stage of ?unaware? to fully engaged and actively practicing. Phone interviews determined not only the level of sun-protective behaviors, but also parents? knowledge about melanoma, their evaluation of their child?s lifetime risk for the disease, and their opinion of skin cancer severity. Skin exams discovered children?s level of tanning and number of nevi ? the UV-influenced moles that can presage melanoma.

Across all measures of sun-protective behavior and awareness, the intervention group showed greater gains than the control group. Interestingly, the greatest increases were in the specific sun-protective behaviors emphasized in each yearly kit.

?After we emphasized long clothing in the spring of 2005, we saw a difference in clothing behavior in the summers of 2005 and 2006 not in 2007. Then after emphasizing hats in 2006, we saw a difference in hat use that year. And then after highlighting shade in 2007, we saw a corresponding increase in parents? awareness and use of shade as a sun-protective behavior,? Crane says.

In Crane?s opinion, this specific awareness and behavior change shows both the effectiveness of the intervention, but perhaps also the challenge of creating lasting behavior changes. Further study is needed to discover the durability of this intervention, and also how these increases in sun-protective behaviors influence skin cancer risk.

Crane and colleagues point out that although behavior changes in the trial were modest, the intervention was relatively inexpensive and, because it used postal mail, it could be readily delivered to a geographically broad population.
